With the continuous and steady development of China's market economy,drawbacks of the original state-owned enterprises have gradually emerged.Business managers are aware that the reform of the management system is imperative,it also becomes the most important part of the reform of state owned economy system.Currently,the mixed ownership economy provides a feasible exploration for the reform of state-owned enterprises and has become one of the most effective reforms.It enhances the competitiveness and market vitality of state-owned enterprises,and forms a management system that is in line with the needs of modern enterprises and is competitiveness and innovative to the modern enterprise managing.State-owned metrology and technical institutes face strong competition from private calibration laboratories and foreign-funded calibration laboratories in the wave of "mass entrepreneurship and innovation".The existing management system has already constrained its own development.Only through the reform of the management system will it be possible to increase the development momentum of state-owned metrology and technical organizations and participate in severe market competition.All are the basis of this topic,Firstly,it analysis the obstacles and development bottlenecks of A metrology organization with the SWOT analysis model.Secondly,it identify the problems in the business,Thirdly,it formulates a development and reform strategy for A measurement companies,Lastly,it solves the bottlenecks,difficulties,and key issues on the mangement of A measurement companies,and elaborates the safeguards needed for institutional reforms.It provide a reference for the management reforms of state-owned metrology agencies.
