Study On Coordinated Development Of Environment And Economy In Shenyang Economic Zone

Shenyang Economic Zone is one of three regional development strategy proposed by Liaoning provincial government,which was approved as a new national industrialization comprehensive reform pilot area in April 2010.And then,the development of all the cities in Shenyang Economic Zone has ushered an unprecedented strategic opportunities.However,the contradiction caused by the environment is increasingly prominent in the process of development of economy and the whole society.Whether environment and economy and society in Shenyang economic zone could coordinately develop is the key of affecting the entire economic zone the long,healthy and sustainable development.Therefore,Shenyang Economic Zone was as the research object and the eight closely related cities in the zone were as the study subject.Regional economic and social development fundament,environment status and their changing relationship were analyzed.And the regional environment and economic development was quantitative evaluated and classified using mathematical model.The strategic measures and policy supports were given for the coordination between environment and economy in Shenyang Economic Zone.The development of the Shenyang Economic Zone is as follows:The whole region has a greater potential for economic development,but the development is not balanced within cities;The overall environmental situation is not optimistic,and environmental protection progress of the cities within the zone was uneven;Compared with urban economic development,environmental protection of the most cities of Shenyang Economic Zone are lagging behind and there is more and more serious imbalances;but it was compatible with that of the economic development.In the face of a series of imbalances,the future development of Shenyang Economic Zone is mainly lies in the coordination,including the coordination of economic development strategy,the coordination of economic growth and environmental protection and overall regional coordination of environmental protection,in order to establish a sound system and mechanism,system innovation,regional environmental cooperation.How to make the center city of Shenyang in the whole zone play the role of driving and radiating importance and further to strengthen regional coordination of environmental protection were difficult tasks of Shenyang Economic Zone facing.Environmental protection is a wide range and the wide effective work,especially in the densely urban area of the closely linked in the economy.Environmental protection of each city is closely linked and pursuing regional overall optimization,realizing 1 + 1>2.
