A Methodology For Assessing The Social Responsibilities Of Large-scale Affordable Housing Communities

Numerous large-scale affordable housing communities were built in China to speed up the construction of affordable housing in recent years.The main residents in these communities are middle-low income families,who have a greater dependence on public facilities and services.Large-scale affordable housing communities are easily marginalized by the society,and more likely to encounter various social problems.Therefore,social responsibility is an important standard to evaluate the achievements of large-scale affordable housing communities.However,the fulfillment of social responsibility was regularly ignored during the construction stage,the awareness of social responsibility was unrecognized,and the main body responsible for social responsibility was not clear.Although related researches on social responsibility and large-scale affordable housing communities were carried out by domestic and foreign scholars,few researches focused on the social responsibility of large-scale affordable housing communities,which cannot provide theoretical basis for its evaluation.Therefore,it is necessary to set up an evaluation method to measure the fulfillment of social responsibility of large-scale affordable housing communities and to explore the corresponding strategy to improve it.In order to achieve the above objectives,this paper is organized as follows:1)Based on the concept of corporate social responsibility and social responsibility of construction projects,the definition of the social responsibility of large-scale affordable housing communities was formed combined with the characteristics of the large-scale affordable housing community.Then,the formation mechanism of the social responsibility of large-scale affordable housing was discussed with its forming conditions and processes.2)The evaluation indicators of social responsibility of large-scale affordable housing communities were established by literature analysis,expert investigation and factor analysis.The results showed that indicators including 5 dimensions,i.e.the living environment,quality of life,community communication,laws and regulations,community planning.All of them contain 24 variables such as green building design,neighborhood interaction and communication,information disclosure and communication mechanism.3)Multilevel extension evaluation model of social responsibility of large-scale affordable housing communities was putted forward according to matter-element extension,with the characteristics of its evaluation were taken into consideration.Then,the weight of evaluation indexes was calculated by factor analysis,and the promote direction of social responsibility was established based on rhombus-thinking.4)Daishan large-scale affordable housing community in Nanjing was taken as an example to examine the evaluation model.The fulfillment of the social responsibility of Daishan was also analyzed.After that,the promotion strategy of its social responsibility were proposed include,i.e.green design and construction,optimization of community planning and public facilities,high level of the property management quality,and construction of community culture.
