With the development of smart grid and UHV grid,the physical form and operation characteristics of Zhejiang power grid have experienced significant changes.Consequently,as the updated power gird at provincial level,Zhejiang power grid has a relevantly high voltage level,large transmission capacity and extremely complex operation system.Besides,it requires to be consistent with using new energy utilization,environmental protection,energy-saving power generation dispatching,power supervision,as well as other legal principle requirements from quite a few aspects.Inevitably,there is an increasing demand for work shifts since the integration of equipment monitoring and power grid dispatching,traditional dispatching and on-duty work is no longer capable to remain same operation.This paper will identify and analysis the existing problems in the real-time operation of Zhejiang electric power regulation.Taking the questionnaire survey as the method,it will run investigation of whole power grid,including regional electric power dispatch,and brief analysis for the survey result.This analysis will build a model of real-time operation capacity.By using the relevant methods of human resource allocation theory,the model of the level of adjusting and controlling regarding to the carrying capacity of real-time operation work,by using such theory as labor allocation.According to the survey results of actual working load,we take the actual working hours as units,establish the basic work shifts principles,by using hierarchy process,thereare several variable factors which may affect results,especially the extent of worker's professional ability,it contains the different level of professional knowledge,operation skills,problem solving abilities,whether experienced,knowledge depth and etc.Totally five categories and fifteen sub-lists indicators.These indicators are aiming to take all people's objecting effect in terms of currently profession skill and dynamic learning improvement.This way,we expect this model will be sustainable.What's more,professional experts will be invited to value these indicators and set proportions.Then take the provincial dispatch supervisor as an example,according to the weight setting reasonable scoring standards,get the weight coefficient of each employee's professional skills,and then calculate each employee's business ability hours,and then compare the actual business hours with the personnel's business ability hours,so as to scientifically analyze the dispatcher's carrying capacity level.The scientific and reasonable bearing capacity results are obtained.According to this model,the operation carrying capacity of three different regions,provincial dispatching,provincialdispatching and monitoring,Hangzhou,Jiaxing and Huzhou,will be examed,the reason of the problems are analyzed,and the implementation measures for optimizing the operation carrying capacity of real-time operation are formulated.Finally,it will lead to proper measurements for organization optimization,workers' s skill,technical methods,operation process.Ideally,these measurements will achieve ultimate target of high quality in real-time operation and management services.By consulting relevant literature,this paper combines the theory of staffing management in production enterprises and power grid capacity,enrighing capacity theory while supporting the construction and development of real-time operation control system.
