The Research On Chinese Government's Role And Policy Suggestions In Coping With Technical Measures To Trade

With the continuous development of trade liberalization,economic globalization reached its climax.Under the restriction and guidance of the rules of WTO,the role of “technical measures to trade” has been more reflected in international trade: on the one hand,it embodies the positive effect in maintaining the health and safety of life and continuously improving the quality of products;On the other hand,it reflects a role of trade barrier.In the wake of globalization climax,some countries and people pay more attention to the inequality brought about by globalization,and express tendency of trade protection.The technical measures are widely used by more countries as trade barriers.As a trading nation of China,how to organize response activities and deal with foreign technical measures to trade,become a difficult problem.This paper analyzes the necessity of Chinese government's activities in coping with technical measures from two aspects: public demand and positive external effect.This paper analyzes the current status of activities run in our country,and points out the three issues of the Government in dealing with the process: institutional weaknesses,lack of capacity,and the backwardness of the construction of domestic technical measures system.Learn from the typical experience of developed countries,this paper pointed out the role of government in response activities,and make policy recommendations from the leading and guiding two levels.
