This paper is purpose to analyze the effect of technical measures to Hunan Province's tea export. In distinguishing the effect of technical measures to the others and to ourselves, we investigate its influence to export. First of all we elaborate its influence mechanism; then analyze the technical measures which established by foreign country or by ourselves to Hunan Province's tea export; finally empirically analyze the influence based on actual circumstance of Hunan Province.In this article a gravity model is use to determine the effect of technical measures to Hunan Province's tea export. The proposed two empirical hypotheses based on previous theory results, which are fully examined by the gravity models. The process of regression includes following few approaches: the analysis of the panel data structure and the election of regression method. There were three steps to the analysis of regression result. In order to research independent variables' effect to dependent variable, we did a flexibility analysis. In order to study the independent variables which remarkable or not, we did a standardized coefficients analysis. In order to investigate some independent variables' process and effect, we did an interaction effect analysis. The results of empirical research show that the technical measures which established by foreign country has remarkable negative impact on our exports, which mainly by quantitative technical measures but qualitatively technical measures. The results of empirical research also present that the technical measures which established by ourselves has positive impact on our exports. According to the interaction effect analysis, Raises our standard will promote exports ultimately.
