On Quality Management In The Distribution Of Security Housing In Nanning

As an important aspect of people's livelihood,housing security has much to do with the harmony and stability of the whole society,which influences the construction of a well-off society.To provide houses for households of medium and low incomes in cities and towns,the central government proposed a 36-million housing project in the 12th Five-Year Plan Period,which had been over-fulfilled by the end of 2015.However,the distribution of these houses,which had been built under the special planning of the state and with so much efforts,finance and so many materials,remains a problem that has attracted much attention throughout the nation,so does the quality of the distribution.Based on the theory of housing security and quality control,with the distribution mechanism of social security houses in Nanning as an example,this paper makes a thorough analysis of the distribution of social security housing in the 12th Five-Year Plan Period when more than 100,000 security housing were built,covering 20.3%of the total who enjoy the right to such houses,a good achievement for the city.However,some problems arose in quality management.Based on the statistics of the construction and distribution of security houses in Nanning from 2011-2016,in such methods as literature analysis,fishbone charts and induction,the paper sums up 15 concrete problems in quality management concerning the distribution of these houses in the three key steps including the unbalance in supply and demand before distribution,the red tapes in the distribution process and the lack of supervision and management after the distribution.By factor analysis and empirical study,it looks into the key factors that have caused these problem,which cover three aspects including organization,procedures and result management.Based on the theory of quality management,it puts forward some suggestions concerning the improvement of the quality in the distribution of security housing in Nanning from three aspects involving planning,quality guarantee and quality control.Some of the suggestions are as follows:to establish a quality control organization with a matrix of responsibility clearly allocated,to establish a three-level quality management involving the implementing subjects,the competent departments and the city-level departments,and to carry out quality management from five aspects including personnel,materials,methods,equipment and working conditions.It is believed that such measures and suggestions can help further improve the quality in the distribution of security housing in Nanning,contributing to the construction of Harmonious Nanning with everyone living in comfortable houses.
