Research On The Effect Of "One Helping One" On The Anti-poverty Effect

Since November 3,2013,comrade xi jinping in xiangxi tujia and miao autonomous prefecture,offered the "precise poverty alleviation" when,in order to achieve the poor people to escape this goal as scheduled in 2020,the precise identification,accurate support,precise management,accurate assessment,"one helping one " pairing support as an important measure of accurate support,the effect of poverty alleviation for precision directly affects people support and accurate evaluation for poverty alleviation.Therefore,studying the effect of "one helping one " on the anti-poverty effect of "one helping one " has been shown to be helpful in the smooth progress of targeted poverty alleviation.This paper choose the cotton area as the research object,first of all,accurate theory as well as its content,development for poverty alleviation,poses "one helping one " of the concept and the content of the pairing aid and "one helping one " pairing support to discuss the necessity;Second in the existing evaluation indexes:poverty assessment and examination on the basis of manual card set up a new evaluation indexes:satisfaction index and helping utility degree index,a comprehensive evaluation of the cotton area "one helping one " pairing support effect;Again according to these indicators design the questionnaire and the interview content,through to the cotton area,poor and help the cadres in the form of questionnaire,interview and so on,after statistical analysis of data and information found "one helping one "pairing support mainly exist the following problems:support cadre selected not accurate;The process of cadre assistance is not accurate;The assessment mechanism is not accurate;The supervision feedback mechanism is not perfect;Finally in order to improve the "one helping one " pairing the effect of support,support and improve the effectiveness and increase the satisfaction degree of the poor and help the cadres,therefore,put forward the following four countermeasures:improve the support cadre selected;Constructing the accurate "one help one" pair of support process;We will improve the assessment mechanism of the accurate anti-poverty cadres;Establish a "a group of "feedback monitoring mechanism.In this paper for the first time to use game theory to discuss the relationship between the poor and help the cadres,and points out that the game of interests between the poor and help the cadres,the original assessment indicators of poverty and poverty alleviation manual of examination is not perfect is not comprehensive,so you need to set up new indicators:satisfaction index and helping utility degree index;In the index of satisfaction,besides considering the satisfaction of the poor households,it also includes the satisfaction of helping cadres to be included in it,which is more in line with the actual situation of poverty alleviation.In this paper,the first use of the word "help utility" and its quantitative assessment are briefly elaborated,but it still needs to be further improved.
