A Case Study Of "four Wheel Drive Four Synchronization" For Precision Poverty Alleviation On Xichong County Government

China still has an impoverished rural population of about 82 million.Such a huge number of poor people is a serious obstacle to the realization of a well-to-do society in China.China has formulated a variety of poverty alleviation measures for a long time,but poverty alleviation and inefficiency remain widespread.The poverty population is unclear,distribution is unclear,poverty alleviation methods do not have long-term effect,and the use of poverty alleviation funds is not regulated.The potential causes of the effects are not only the case.There are also unfair phenomena in poverty alleviation,such as support and assistance,and poverty alleviation,which may breed corruption.In order to achieve the effect of poverty alleviation,the leaders of our country have put forward new ideas for poverty alleviation through “accurate poverty alleviation”.This dissertation takes the case of accurate poverty alleviation in Xichong County of Sichuan Province as an example to start research.Under the leadership of the Xichong County Party Committee and County Government,Xichong County implemented the “four-wheel-drive four synchronizations” method of precision poverty alleviation.The effect of poverty alleviation is very significant and has been recognized by all sectors of society.Based on this background,this dissertation selects the three perspectives of accurate poverty alleviation identification mechanism,assistance path and management mechanism in Xichong County to analyze the case of accurate poverty alleviation in Xichong County.(1)The traditional poverty alleviation recognition mechanism is mainly composed of county and municipal party committees.It lacks effective identification of poverty-reducing objects and lacks detailed data on the poor,making it difficult to formulate targeted poverty alleviation measures.The "four-wheel-drive four synchronizations" method of accurate poverty alleviation set up cards for the poor,which enabled the accurate identification of the poor,and laid the foundation for creating a home based policy.(2)The traditional approach to poverty alleviation adopts extensive "blood transfusion" assistance and "deep irrigation" assistance,which lacks precision and continuity,and impoverished households are not capable of self-reducing poverty."Four-wheel drive four The “simultaneous” precision poverty alleviation approachstarted industrialization and poverty alleviation in accordance with local conditions,and improved poverty-stricken households' ability to get rid of poverty through poverty alleviation through industry,poverty alleviation through scenic spots and poverty alleviation in Xichong.(3)The traditional poverty alleviation management mechanism adopts government-led,sector-based approach to poverty alleviation,lack of top-level design,lack of overall planning,poor departmental coordination,inadequate implementation of policies,etc.Four Wheel Drive Four Synchronization Accurate Poverty Alleviation The method is to strictly formulate top-level plans,establish and improve internal coordination mechanisms and regulatory mechanisms,and effectively ensure that poverty-relief funds and poverty alleviation policies are implemented.This dissertation studies the “four-wheel-drive four synchronizations” approach to poverty alleviation in the Xichong County government,analyzes the problems in the traditional approach to poverty alleviation,identifies the feasibility of precision poverty alleviation methods through analysis and comparison,and summarizes the case of accurate poverty alleviation in Xichong County.The typical approach is to be able to provide reference for other regions.
