The Research On The Effectiveness Improvement Of The New Returned Overseas Chinese Entrepreneurship Talent In The Zhongguancun Science Park

In recent years,China has paid more and more attention to talent work,and has introduced a series of policy of attracting talents.Xi Jinping said:"gathering talents in the world and accelerating the building of a powerful country with talents".Since 2014,China has advocated "mass entrepreneurship and innovation",a large number of overseas Chinese have returned.Because of its unique location advantage,Beijing has become the first choice,a large number of new returned overseas Chinese has gathered in Beijing,especially in Zhongguancun science park.The efficiency of the new returned overseas Chinese is play an active role in serving the development of the Capital.Through the research on the present situation of the new returned overseas Chinese Entrepreneurs in Zhongguancun science park,and the related factors affecting the talent efficiency,this paper provides the theoretical research basis and reference for the government and the overseas Chinese affairs departments to formulate relevant policies,to improve the effectiveness of the new returned overseas Chinese entrepreneurs talents.Through a questionnaire survey and interviews with some new returned overseas Chinese entrepreneurs,this paper summaries the present situation of new returned overseas Chinese entrepreneurs,finds out the concerns and needs of the new overseas Chinese entrepreneurs,and studies the factors affecting the effectiveness of the new returned overseas Chinese entrepreneurs,by the four aspects of entrepreneurial support,service system,intellectual property protection and supporting service.Among them,the supporting factors of entrepreneurship are analyzed from five aspects,,policy of attracting talents,supply of capital elements,tax relief,human capital and technological innovation.The factors of entrepreneurial service system are analyzed from two aspects:Incubation Platform and entrepreneurship training.Based on the research,the countermeasures and suggestions are put forward to improve the effectiveness of new returned overseas entrepreneurs.First,strengthen the entrepreneurial support of the new returned overseas Chinese,through further improving the development mechanism of overseas talent,increasing the supply capacity of capital elements,widening the financing channels,tax incentives,human capital support and encouraging the scientific and technological innovation.Second,improving service system and promoting the meticulous development of new overseas talent service.The third,Strengthening the protection of intellectual property and the service of intellectual property.The last is strengthen supporting services,retain and make good use of new overseas talents.
