Research On Innovation Efficiency Of Beijing-Tianjin-Hebei Urban Agglomeration Based On Network DEA Model

The Beijing-Tianj in-Hebei urban agglomeration is one of the three world-class urban agglomeration during the period of "13th Five-Year Plan".Although it has the basis for high-speed development,it also needs for the deeper going reformation of the system and mechanism.And innovation of the Beijing-Tianj in-Hebei urban agglomeration is very important for being the winner in the increasing competition.Based on this,this paper chooses the Beijing-Tianj in-Hebei urban aggloeration as the object.And in order to promote coordinated development of Beijing-Tianjin-Hebei,it is vital to explore how to enhance the urban agglomeration's innovation and the core competitiveness.Through the comparison in different methods,the Network DEA model is selected in this paper.Based on references,the concept of "Beijing-Tianjin-Hebei urban agglomeration”and“innovation efficiency of urban agglomeration”are definated.Then the innovation efficiency evaluation index system of Beijing-Tianj in-Hebei urban agglomeration is constructed by the deductive method.Considering the environmental factors,the Network DEA model needs to be modified.Then the model works out the overall efficiency and efficiency in stages of Beijing-Tianj in-Hebei urban agglomeration and the 13 cities.Through the study,the following conclusions are drawn:First of all,the technological innovation efficiency of 13 cities in Beijing-Tianjin-Hebei urban agglomeration is obviously different.Secondly,the main factor that promote the improvement of total factor productivity in Beijing-Tianj in-Hebei urban agglomeration is the synergies of technological progress.And the pure technical efficiency and scale efficiency effort on the technical efficiency,and the latter influence is greater.Thirdly,economic,government support,financial policy,infrastructure,quality of the workforce and the other environmental factors affect the innovation investment.According to the measured results,there are problems such as the improper innovation scale and rigid innovation system.In order to improve the innovation efficiency of Beijing-Tianjin-Hebei urban agglomeration,the countermeasures and suggestions are put forward from the two perspectives that the city itself and the regional cooperation.
