At present,the non-agricultural employment of rural laborers in Wulate Middle Banner in Bayannur City,Inner Mongolia is still outstanding.There are many thorny problems in the employment of peasants.The unsteady working hours and poor sustainability of peasants have become more difficult to handle Therefore,to solve the problem of non-agricultural employment of rural laborers in Wulatezhong Banner in Bayannao'er,Inner Mongolia,we must find out an effective solution based on the specific conditions.Based on the fact that Wulatezhongqi government at all levels has devoted great attention to the employment of local rural laborers,this study hopes to provide the government with policy and data basis on the basis of clarifying the employment status of rural workers in Central Banner,And further supplement the current academic content of non-agricultural employment of rural labor force content,making the current government can fully understand and understand the status quo and existing problems of the employment of the rural labor force in the Central Banner,as soon as possible to improve the relevant system of rural labor force non-agricultural employment system,and promote social The healthy and comprehensive development.On the basis of fully examining the actual situation of non-agricultural employment of rural labors in Wulatezhong Banner,by adopting the method of normative analysis,focusing on the main line of non-agricultural employment of rural labors,based on the existing rural labor force transfer theory,human capital theory And other related economic theories,further clarified the connotation of the rural labor force,the concept of rural labor employment and non-agricultural employment,the distinction between the concept of rural labor force transfer and the scientific interpretation of the Wulatezhongqi rural labor force non-farm employment status and problems were summarized analysis.After sorting out the existing relevant research documents and combining the first-hand data collected by the author's research,we comprehensively analyzed the non-agricultural employment of rural laborers in Wulatezhong Banner by means of qualitative and quantitative studies,and empirically analyzed the employment patterns,Economic income and employment flow and so on.Through empirical analysis,it is found that the present status quo of non-agricultural employment of rural laborers in Wulatezhong Banner is a product of multi-factorial interaction.Therefore,based on the analysis of macroscopical and microcosmic influencing factors,the paper defines the restrictive conditions and constructs the Logistic analysis model,systematically studies the relationship between the labor force and the family and the society.The result shows that the employment policy,urbanization Construction level and employment service system can have a greater impact,at the same time,the level of their own quality of employment,employment ideas,organization,etc.can also have a certain degree of impact.On the basis of clarifying the relevant factors,this paper puts forward some countermeasures to improve the non-agricultural employment of rural laborers in Wulatezhong Banner,Inner Mongolia,including further optimizing system reform,promoting urbanization,broadening non-farm employment channels and promoting rural labor force Agricultural employment quality,do a good job in rural labor employment organization,speed up the adjustment of industrial structure to promote the optimization and upgrading of agricultural industrialization,establish and improve non-agricultural employment service system.
