Study On The Supervision Issues Of State-Owned Assets Of Changsha

In China,we carry out a basic economic system of a public ownership is dominant.State-owned company and state-owned assets play important roles in the national economy.There is a fundamental difference between the capitalist countries which take private ownership as the main economic system.Therefore,state-owned assets supervision of our country is more complicated than capitalist.State-owned assets management system has been set up as a goal that central government and local government should fulfill the responsibilities of investors on behalf of the state since the sixteen party congress.This has opened up a new aspect of state-owned assets management system which has been changed from "owned by all,supervised by grade" to "classified property rights,supervised by grade".The aim of supervisory classification of local government has been further clarified.Therefore,actively exploring the local state-owned assets supervision mode has practical significance.With the continuous development of social economy and the reform of state-owned assets supervision,some profound contradictions and questions come out prominent day-by-day.These issues include debt in the development of state-owned company,the disjoint between enterprise operation and market demand.These problems have a direct effect on the healthy development of state-owned company.To explore a right state-owned assets supervision mode that fits for our country is imminent.This paper makes a review of the related research at home and abroad at first.Next,defined the relevant concepts and use the theories to support the research.Then,taking the state-owned assets supervision of Changsha as an example to study the supervision of municipal-level's state-owned assets with scientific research methods such as case analysis,investigation and inductive.The function and orientation of state-owned assets supervision,the innovation of supervision mode and the relationship between the development of state owned enterprises and the supervision of state owned assets are three main problems we induced.This paper take the problems in the state-owned supervision of Changsha as an example,to study the characteristics,research status and problems of state-owned assets supervision with supports of modern contract theory,principal agent theory,public goods theory and rent-seeking theory.The paper gives some countermeasures and suggestions to the question.
