Research On The Supervision Of State Owned Assets Under The Background Of The Reform Of State Owned Enterprises

The state-owned assets of enterprises occupy a large proportion in the national economy,which plays a decisive role in the economic and social development of our country.The state-owned assets supervisors can exercise the power on behalf of the government to realize the supervision and management of the assets of the state-owned enterprises.First,the state-owned assets supervisors should ensure that the state-owned enterprises stabilize the fixed assets or generate profits to provide public goods and public services for the society.The rational allocation of state-owned assets,the government to achieve market macro-control also have a positive impact.To explore how local governments strengthen supervision,change the functions of state-owned assets supervisors,improve the state-owned assets supervision system compatible with the socialist market economic system,play the main role of state-owned economy in China's economy,and better realize the government's impact on China's state-Control role,has been the focus of all parties and difficulties.In recent years,with the effective supervision of state-owned assets regulatory agencies,China's total state-owned assets is gradually increasing,the competitiveness of state-owned assets in the market is also getting higher and higher.However,under the new situation of social development,there are still many problems in the state-owned assets supervision institutions that need further study.In this paper,the author used the method of literature research,normative research method and case analysis mothod and other research methods,by analyzing the current situation of the local state-owned assets supervision,analysis the existing problems and reasons,puts forward some basic ideas and countermeasures.This paper is divided into five parts:The first part is the introduction,including the issue of the problem,the research background and significance,the domestic and foreign research,the research ideas and framework,the research methods and the main research methods.The second part,mainly summarizes the reform of state-owned enterprises and assets supervision of the core concepts and theoretical basis.The third part,introduce the Q District local state-owned enterprises reform and assets supervision of the historical evolution and present situation.It is believed that Q District local state-owned enterprises have achieved great achievements after more than 30 years of reform,the efficiency of state-owned enterprises has been continuously improved,the state-owned assets have achieved rapid development.At the same time,the reform and development environment of state-owned state-owned enterprises in Q District is analyzed from four levels: international,domestic,Shanghai and Q District.The fourth part,the paper expounds the deficiency existing in Q District assets supervision,and carry on the reason analysis.It is believed that there are some deviations in the supervision of state-owned enterprises,such as the ambiguity of state-owned assets supervision and management,the neglect of corporate equity management and governance rules,and the irrational disposition of state-owned assets,which can not meet the new changes in the current state-owned enterprise reform and development,And even seriously affected the pace of reform of state-owned enterprises.The fifth part,Through the comprehensive investigation and analysis of the above situation,it is suggested that the state-owned securities regulatory authorities of Q District should try to find out the relationship between the enterprises and the enterprises as far as possible,take market-oriented and rational allocation of resources,actively explore the means of effective supervision of state-owned assets,State-owned enterprise reform.And promote the reform of state-owned assets,improve the efficiency of state-owned enterprises;optimize the layout of state-owned assets to promote the efficient flow of capital;orderly development of mixed economy,strengthen the capital operation capacity;improve the modern enterprise system,stimulate enterprise vitality and other four aspects of supervision Countermeasures and suggestions.
