The Research On Dual-track Model Endowment Insurance In China

As a result of modern industrial civilization,social security had being developing for more than 100 years,it turns a solution to labor disputes into a scientific social function from urban workers to all citizens,and its item approaching systematization and systematization instead of a fragment contains birth,oldness,illness,death,disability,unemployment and other social safety net.The important components of the modern social security system mainly aims at the protection of the risks for the laborers,when losing the work ability and living through the life cycle.Social security system in china is made up of four parts: social relief-the lowest level of social security,ensures the survival;social insurance-basic security,supports basic living when at the loss of labor capacity and wages;social welfare,offers the welfare of all inhabitants from urban and rural areas;social veterans special treatment-a special social security,provides soldiers making contribution and sacrifice,their families for the basic life.China's social insurance system contains endowment insurance,unemployment insurance,basic medical insurance,industrial injury insurance and maternity insurance,in which endowment insurance is the core.China's endowment insurance system forming with discrimination during central planning period,has different endowment insurance with state-owned enterprises,collective enterprises,private enterprises,organs and institutions,not unified has always existed.After the foundation of new China,our endowment insurance system at a standstill during the ten years cultural revolution,in enterprises the target is national security to reform the rights and obligations relationship between the individuals,collectives,countries,but organs and institutions still fits national security pattern.The endowment insurance system in China with exploration and practice for decades,basically,formed the wide coverage of the pension insurance system,which is organs and institutions endowment insurance system in newly established China,workers and enterprises standing for society,enterprises taking responsibility instead of country,enterprises,individuals.After market reform,in the modern social security the government initially established a social insurance system corresponding rights and obligations,but the wide coverage insurance system does not fully comply with the requirements of modern social security system of the unity,it has two systems,the organs and institutions and the pension insurance system.The government issued “Decision on the reform of the endowment insurance system for organs and institutions” in 2015,to build up unified endowment insurance system with enterprises,the gap of pension replacement ratio,endowment insurance benefits in enterprises and organs and institutions still exists.Therefore our double-track pension insurance system will be on.The success or failure on the construction of the endowment insurance system related to social security,social stability and harmony and the improvement of the human resources market.This article deeply digs the Marx on pension insurance theory of laborers and their families and western social endowment insurance theory,analyzes negative effects of China's dual-track endowment insurance system,draw the conclusion of the necessity of endowment insurance,lastly proposes the countermeasures and suggestions to unify endowment insurance by analysis on economics effects and learning successful practice from other countries in endowment insurance reform.This paper owns six chapters,the specific arrangement of the chapters are as follows: the first chapter is introduction,the second chapter is the research on the theoretical basis on emergence and existence of endowment insurance in China,the third chapter is the research on on the history of the China's dual-track endowment insurance system,the fourth chapter analyzes the necessity of integration to the dual-track endowment insurance system,the fifth chapter is the research on is that our dual-track endowment insurance system learn from other countries,the sixth chapter proposes integration of implementation path and measures on China's dual-track pension insurance system.
