The Research On The Incentive And Constraint Mechanism Of Land Circulation To Food Security

Food is the material basis of the people's life and food supports the production activities of human beings.Food security is not only related to everyone's life,but also related to the national long-term stability.Although China had achieved the growth of grain production for many years,but the current situation of China food security is not optimistic.The number of imported food increased year by year,and the cultivated land has been damaged.They are threatening China food security.The most important thing about food production is to solve the problem of cultivated land.The arable land is limited and expanding the area of cultivated land to improve food production is not feasible.How to cultivate in a limited area of land and to ensure food quality is the problem we need to solve.Through the land circulation,land resources can be re-allocated and more rational planed,which can promote the agricultural production and improve the efficiency of agricultural production and agricultural output level.It can be seen that land circulation can become an effective way to increase food production and achieves food security in China.In this paper,the author studies the relationship between land circulation and food security and trying to build a mechanism to play the role of land circulation to protect food security.Firstly,the author studies the basic theory of land circulation,which inclouding the relevant concepts of land circulation,the evolution of policy.Secondly,the author analyzes the current situation of land circulation and the problems in the process of land circulation.Then,author studies the current situation of grain security in China and finds that China food security form is not optimistic.It is faced with a variety of problems such as the serious situation of grain supply and demand and the restriction of production capacity.After analyzing the situation of land circulation and food security in China,the author analyzes the causes of land security affecting grain security.From the land circulation to promote the land scale management,re-using the abandoned arable land,enhancing food quality and ensuring the ecological security of grain production,land circulation protects the food security;and it points that land circulation threats food security mechanism from three aspects: "non-grain" phenomenon of cultivated land,"non-agricultural" phenomenon of cultivated land,the circulation increases the cost of grain.After analyzing the mechanism of land circulation affecting food security,this paper establishes the empirical model of land circulation and grain output,and finds that land circulation has played a positive role in ensuring food security,but land use change in land circulation restricts food production.Combined with the concrete case of land circulation in China,we find that the land circulation can play a very significant role in ensuring the food security as long as the reasonable land circulation mode is explored.Finally,according to the research and conclusions of this paper,the author try to put forward the relevant mechanism of land circulation.On the one hand the relevant mechanism plays the role to protect food security,on the other hand to solve the problems that land circulation threats food security.This paper proposes the incentive mechanism of the land circulation inclouding perfecting agricultural subsidy policy,reducing cost of land circulation,innovating land circulation mode,establishing and improving the rural social security system,and constraint mechanism of the land circulation inclouding perfecting rural property right system,standardizing the land circulation system,strengthening the circulation of land use control,perfecting the land circulation market.
