Research On The Problem Of Pension Insurance For Flexible Employees In Wudalianchi Scenic Area

Since the reform and opening,China's socialist economy has developed rapidly.The number of flexible employees is also increasing in the labor market,however,many flexible employees do not participate in social endowment insurance.Especially,people who with low income and unreliable jobs have long been excluded from the endowment insurance system.This makes not only impossible to enjoy basic social security in their later years but also bad for the development of social security.This article mainly analyzes the problems of personnel participating in endowment insurance from the scale and characteristics of flexible employment with the current policy in Wudalianchi Scenic Area.In order to find the issue in the process of participating in endowment insurance with a deep analyze.This article investigates and analyzes through questionnaire surveys,case interviews,etc.The analysis focuses on three aspects: system level,self-level,and management level.It also discusses how Wudalianchi Scenic Area incorporates flexible employment personnel into the endowment insurance system.There are a lot of Endowment Insurance issues for flexible employment in Wudalianchi Scenic Area.First of all,at an institutional level design is unreasonable,such as the high base for payment,the limitation of the payment period,unclear retirement benefits and other issues.Secondly,flexible employment personnel have their own problems in participating in insurance,mainly because their income level is low,and some flexible employment personnel have a weak sense of participation.Third,the government also has deficiencies in the management of flexible employment personnel endowment insurance management services,such as inadequate policy publicity,incomplete information construction,and confusion in the management of business operators.In response to these three issues,firstly,Wudalianchi Scenic Spot is proposed to implement a diversified endowment insurance system to fully meet the needs of flexible employment personnel to participate in insurance payment.Secondly,the flexible employment personnel in the Wudalianchi Scenic Area must continue to raise their consciousness of participating in insurance payments,improve their ownemployment skills,and increase their income levels.Third,the social insurance agency must improve its management services and accelerate the construction of information technology so as to truly achieve "Internet + social security." The article hopes that the study of the problem of endowment insurance for flexible employment personnel in Wudalianchi Scenic Area can promote the development of endowment insurance for flexible employment personnel in the region.
