Channels is the basic carrier that the marketing mix improves the function.The channels commission is the links between telecom company and marketing channels.Channels commission has become one of the most important means that the telecom enterprises occupy market.In line with the purpose of promoting customers scale developing from social channels and improving the efficiency of commission by telecom carrier,this paper is established in the basic of telecom campany of Changsha ‘s long-term operating and generous market research,in order for searching for the telecom carrier's system of commission managing,and analysising on this system,putting forward systematically telecom company of Changsha's managing strategy of commission optimization:Frame-type commission manage system which is based on calculate factors and payment factors,and point out five design principle of Frame-type commission manage system,what is the principle of unified management system,the principle of comprehensive benefit first,the principle of channel's development in coordination,the principle of the equal of development and sustainable,the principle of efficiency scale guiding.Meanwhile,clearing three aspect of commission improving:what is the policy of commission,the architecture of management,the process of examining.Basing on these principles and improving entry points,we can reform the commission of Changsha telecom entirely.At last,according to the needs of design ideas and the social channels' accurate management,bases on designing of Frame-type commission management system,this paper elaborates the implement process and measure of safeguards of commission reforming,what provides the necessary means of realizing the new management system for telecom carrier.Frame-type system which consists of factors,can adapt the market flexibly,also can show the policy clearly,make the telecom carrier and and its downstream industry chain more vitality.Productive commission manage system will leverage the market better,prompt the channel commercial agent making more profit.Meanwhile commission manage system can also guide channel commercial agent treating the customers well,improve the masses' service perception of the company entirely.For the enterprise can reach the revenue target better on the one side,also can beautify the corporate image on the other hand.
