Study On The Pattern Of Poverty Alleviation And Development In Xingtang Rural Areas

The problem of rural poverty is one of the major constraints in realizing the common prosperity of the people in our country.It has also been an important task of our party and government.Xingtang County,Hebei Province,is an old revolutionary base area,whose poor economic and social conditions make it a national key county in the development of poverty alleviation.There are a number of poor people and its poverty alleviation tasks are very tough.In order to win the battle against poverty in Xingtang County,effective implementation of the poverty alleviation and development mode are needed urgently.Therefore,there is a certain theoretical value to the research on the model of rural poverty alleviation and development in Xingtang County.This paper focuses on two issues.The first one is that on the basis of the analysis of the current situation of poverty alleviation in Xingtang County,which mode is the most suitable for the Xingtang county;the other is that for the industrial poverty alleviation model suitable for the characteristics of the Xingtang County,what to do to make further improvement is beneficial to the development of rural industries.Based on the summary of poverty status and poverty alleviation work in Xingtang County,this paper explores the application of poverty alleviation and development mode in Xingtang County,which are industrial poverty alleviation,social poverty alleviation,infrastructure poverty alleviation and education poverty alleviation.Comprehensive comparison of these four models shows that industrial poverty alleviation model has contributed a lot to the economy and created more jobs.And it has made the investment of poverty alleviation funds gain more direct return.Therefore,Xingtang County should focus on promoting industrial poverty alleviation.At the last part of the article,five countermeasures to alleviate poverty in industry are put forward: increasing investment in capital;vigorously developing farmer cooperative organizations;fostering the development of leading enterprises and creating distinctive brands;attaching importance to the development of rural tourism;and combining with e-commerce organically.In the meantime,other poverty alleviation models need to be improved to make it more effective.In terms of social poverty alleviation,using the funds of medical insurance and old-age care reasonably,and optimizing the medical insurance information network.In terms of infrastructure poverty alleviation,promoting project construction actively;In addition,increasing the investment in network and power facilities.Education poverty alleviation,besides increasing subsidies,should also attracting social forces to support poverty areas.
