Industrial cluster is a kind of spatial economic organization that promotes the economic growth of the countries in the international environment,which is becoming stronger in the global economic integration and rapider development of science and technology.It also serves as a measurement to examine the level of economic development for countries in the world.The current international situation change constantly like cloud and wave,"China Mongolia and Russia economic corridor” is our country with two neighboring partners to build the Eurasian strategic alliance.The three countries have a full range of regional cooperation in Northeast Asia in regional security,international relations,economic cooperation and other fields.Heilongjiang Province,as the longest and most adjacent region of China to Russia,is also the region along the " China Mongolia and Russia economic corridor”,which makes Heilongjiang province facing the complicated situation of opportunity and challenge as well.The development of industrial clusters in Heilongjiang province is a booster of economic development,how to take strategic advantage of industrial cluster development in "China Mongolia and Russia economic corridor”,is an important measure to revitalize the economy of the province of Heilongjiang provincial government and to solve the problem in the context of " China Mongolia and Russia economic corridor” is the urgent task of the Heilongjiang provincial government.This paper use the outstanding theory of industrial clusters both at home and abroad,with the dynamic idea of system dynamics to the research in Heilongjiang province under the background of "China Mongolia and Russia economic corridor” the government how to promote the development of industrial clusters.First of all,use the four leading industries in Heilongjiang province to measure the industrial cluster,in order to prove the feasibility and inevitability of the development of Heilongjiang Industrial Clusters.Based on the cluster measure,point at Heilongjiang province in the development of industrial clusters under the " China Mongolia and Russia economic corridor”,combined with different methods,and summarizes the existing problem in "China Mongolia and Russia economic corridor” industrial clusters in Heilongjiang Province,after depth analysis to determine the industrial clusters in Heilongjiang province the main factors affecting the development of " China Mongolia and Russia economic corridor”,take the capital,talent,technology innovation,government policy and market demand in the system to the industrial clusters of Heilongjiang province border.This paper uses the relationship between these factors and the industrial clusters in Heilongjiang Province in "China Mongolia and Russia economic corridor”,draw up the system dynamics equations,and establish a system dynamics model in " China Mongolia and Russia economic corridor” of the industrial clusters in Heilongjiang Province.After testing the validity of the model,the software Vensim PLE is used to simulate the industrial cluster system model of Heilongjiang province in "China Mongolia and Russia economic corridor”.Then use the parameter sensitivity analysis to explore the influence factors of industrial cluster in Heilongjiang Province in " China Mongolia and Russia economic corridor”,combined with the current development in "China Mongolia and Russia economic corridor” of the industrial clusters in Heilongjiang Province,aiming at the problems existing in the development,bottleneck,and provide policy advice to the government of Heilongjiang province to promote the development of industrial cluster in " China Mongolia and Russia economic corridor”.
