This paper defines the concept of innovation input,performance,and coupling degree of regional innovation system.This paper divide regional innovation system into innovation subsystem and innovation support subsystem,and constructed regional innovation system coupling degree evaluation index system.Then,factor analysis method is used to optimize regional innovation system evaluation index system.The coupling degree measurement model of regional innovation system is constructed,and the coupling degree of regional innovation system is measured based on the panel data of 31 regional innovation systems in 2010-2015.Then,the paper explores the threshold regression between regional innovation investment and innovation performance with regional innovation system coupling degree as the threshold variable,with the total of industrial enterprises above designated size with R&D activity,research institutes with R&D activity and universities with R&D activity,foreign technology import contract amount and expenditure on science and technology in fiscal expenditure as control variables.Coupling measurement results show that the distribution of regional innovation system coupling degree is presented pyramid,the distribution of regional innovation system coupling degree shows obvious spatial feature,a few developed provinces are in high level coordination coupling stage,and there are qualitative changes in the regional innovation system coupling degree.The empirical results of threshold regression show that there is significant double threshold effect between R&D internal expenditure and lag two periods of patent licensing quantity,R&D internal expenditure and lag three periods of sales revenue of new products,full time equivalent of R&D personnel and lag two periods of patent licensing quantity,full time equivalent of R&D personnel and lag three periods of sales revenue of new products.However,the promotion effects of R&D internal expenditure and full time equivalent of R&D personnel to lag three periods of sales revenue of new products are both gradually decreasing with the increase of regional innovation system coupling degree.Innovation investment plays significant role in promoting innovation performance in approximately 50% of the regional innovation system,in which only a small number of regional innovation systems' innovation investment presents more obvious promoting factor.According to the results of empirical research,the paper puts forward the countermeasures to promote the development of regional innovation system from three aspects,namely,increasing regional innovation investment,allocating innovation resources reasonably,and improving the efficiency of commercialization of technological innovation achievements.
