| In 2014,the State Council put forward the idea of “Precise Poverty Alleviation through Tourism(PPATT)” based on the concept of “Precise Poverty Alleviation”,which highlights precise identification(of poverty),precise help & alleviation and precise administration,to improve the effectiveness of poverty alaleviation implementations.Thus,Precise Poverty Alleviation through Tourism has become the new exploration regarding poverty alleviation in our country.In 2011,Chongqing government combined the rigid demand – avoiding summer heat – with Poverty Alleviation through Tourism projects,and created the mode of PPATT in high altitude mountainous cool villages in Chongqing.This new project has been implemented for nearly six years,having been the pioneer and successful example of PPATT.However,currently the study results of PPATT performance evaluations are very limited;hence,it is of great importance to find a scientific and effective way to evaluate the performances of PPATT projects,to subjectively reflect the effectiveness of PPATT projects implementations and deepen the studies towards PPATT.Among numbers of factors affecting system development,the management entropy(ME)theory extracts some common features from the orderly and the disorderly to determine the development status of systems.It has already been used in areas like regional innovative system,performance evaluation in regional development projects.The paper tries to introduce management entropy(ME)performances evaluation method into the PPATT performances evaluation in high altitude mountainous cool villages in Chongqing,calculating and comparing management entropy values during two different periods after implementing cool village projects,to synthetically,comprehensively and dynamically reflect the project implementation performances.Firstly,this paper combines present research results of PATT,PPATT and pre-filed-survey,establishes a performance evaluation indicators system at both levels of process performances and result performances,which includes five first class indicators and 29 second class indicators;having determined the weight of each indicator by utilising Analytic Hierarchy Process(AHP),Experts Opinions Method and software Yaahp.Secondly,guided by the theories of management entropy and Management Dissipative Structure Theory,this paper deduced the ME performance evaluation model for PPATT in high altitude mountainous cool villages in Chongqing.Through calculation,it finds out that the summed management entropy(ME)value of Shuishi village varies from a positive value 0.3926 ME in 2012 to a negative one,-0.53 ME in 2016,the relative variation reaches as highly as 235%,which means this project makes Shuishi village,a compound system of nature-economy-society,has developed from disorderly to be orderly,having achieved high performances.The management entropy value of process performances changes from the positive value of 0.1058 ME in 2012 to negatively,-0.3335 ME in 2016,a 47.62% contribution to total performance;among which,the contribution of precise identification(of poverty)to the total entropy value is 40,74%,which means the work to identify poor targets is pretty accurate in Shuishi.The management entropy value of result performances changes from the positive value of 0.2833 ME in 2012 to negatively-0.1735 ME in2016,with 52.38% contribution to total performances.The contribution of the village development performance to the total entropy value is 49.51%,which means the project has played a good role in promoting poverty elimination,and economic,social& environmental development.According to the evaluation results,in the follow-up development of tertiary industry,represented by rural tourism,Shuishi village is supposed to increase efforts of precision helping,optimize the institution of precision management,reinforce protections of traditional cultures and enhance credit management,etc. |
