| The outline of China’s Thirteenth Five-year Plan put forward clearly that we should develop small towns with distinctive feature,city-industry integration and full of charm according to local conditions.In July 2016,the Ministry of housing,the national development and Reform Commission and the Ministry of Finance jointly issued “Notice on Developing the Cultivation of Characteristic Small Towns”,and it’s required to build around 1000 characteristic towns with distinctive characteristics and vitality by 2020 to drive the overall development of small towns.The government work report of 2017 also clearly put forward that the development of small and medium cities and characteristic towns should be supported.Various provinces and cities have issued policies,and the construction boom is spreading everywhere.The development of small towns in China has experienced the agricultural town of “one village and one product”,small town with a large number of township enterprises and with tourism as its carrier.While achieving great results,the questions of industrial structure,funding sources,talent introduction,ecological environment and other contradictions are increasingly apparent.Zhejiang province pointed out that the characteristic towns should adhere to the “trinity” development of industry,c ulture and tourism.Hubei Province proposed to speed up the construction of small towns by accelerating population,land use and industrial agglomeration as the starting point.These development requirements are based on the efforts to promote the industrial development of the characteristic towns but with poor results.The effect of industrial agglomeration on regional characteristic cultivation is remarkable.Seeking organic combination of small town development and industrial agglomeration,and discussing the key problems in the development process have important practical significance and theoretical guiding value.Firstly,based on the transnational perspective,this paper compares and analyzes the development stage of the characteristic town,and summarizes the main features of the typical characteristics of foreign towns from the five aspects of space location,industrial base,functional composition,cultural connotation and institutional characteristics.Secondly,based on the theory of industrial agglomeration space,specialization of regional specialization and the theory of industrial selection,and combined with the initial characteristics of industrial agglomeration,networking and expansion,the change of elements and network reconstruction,this paper constructs the economic analysis framework from three aspects of factor flow,specialization and economic effect,deeply understand the dynamic impact of industrial agglomeration on the development of characteristic towns.Then this paper analyzes the development orientation of the characteristic town,and summarizes the development status of characteristic towns from the general situation of distribution,industrial development,economic output and marketization,and put forward the realistic constraints of the development of characteristic towns from the institutional mechanism,development mode and development environment.On this basis,the analysis of regional economy has shifted from the factor development stage to the innovation-driven stage,and put forward the inner logic of the cluster development of featured town from the perspective of innovation stratum.It puts forward the evaluation index system of the characteristic small town industry development,which combines subjective and objective,and covers 8 first grade indexes,19 two level indexes and 33 three level index elements.Finally,the development path are as follows,respect the rules of urban development,change the planning concept actively;accelerate the cultivation of leading industries and strengthen the linkage of featured township industries;perfect the system construction,to promote the characteristics small town sustainable development. |
