The Divergence Of Specialists' In Science Communication And Its Effection On The Participation In Decision For The Public

With the enhancement of science and technology,scientific and technological activities have been in a new era of post-normal science and post-academic science.As the influence of science and technology expanded,they have to receive more external constraints and face risks and uncertainties.Scientific and technological activities have gradually become a outcome after construction in public space,and acceptance from“peer in an expanded communities”is indispensable.It has transformed into collective activities from individual ones and peer review is the outcome of this transformation.For their complexities,experts in the field always cannot reach a consensus on the feasibilities risks and uncertainties as well as its input and output of a project,which is called divergence of specialists.Appearing of divergence of specialists make a sufficient space and create lots of resources for the public to construct scientific knowledge,which give the public a defend weapon.From research on the construction of scientific knowledge of divergence,we could found that:in the background of science communication,when government try to make a decision,the block of message will lead to“crisis of confidence”,which would result in the public exaggerating the risks.Overstating of those risks lead to the public make their final judgement,which include lots of tempers and irrational factors.In the kind of scientific and technological activities which has a strong double-edged sword effects such as the construction of LULU facilities,the judgement like that looks even more apparent.Those judgements of the public will be transmited and known by governments from mass media or network,which will influence the public decision obviously.If governments does not communicate well with public,the whole events will be deteriorated and lead to a terrible consequence.This paper attampt to interpret this process by using the PX project as a case.Advice for governmrnts on the public decision,which lead by governments and participation by the public,is gived in the research.Governments should understand complexities of science and technology,broaden the passage of science communication,enhance communication skills and perception of risks,to avoid crisis of confidence and thchnocracy as well as group accidents.
