Research On Rural Land Financing Approach In China Under Background Of “Three Rights Separation”

The Nineteenth Party Congress put for ward the i mple mentation of the strategy of rejuvenating villages and wrote it into the party constitution.It has an epoch-making milestone significance in the development process of “three rural issues” in China.I mple mentation of the strategy of rejuvenating villages which is a great policy decision by the 19 th Party Congress,is the historical mission of building a moderately prosperous society and modern socialist country,and the key point of the three rural issues in newera.Land is the basic resource for rural social and economic development,and it is also an i mportant economic foundation for rural social and economic development.Under the current situation,the proble ms of insufficient scale operations and insufficient funds have seriously affected the rapid development of Chinese agriculture.This is mainly due to the fact that existing laws have many restrictions on the realization of the economic value of rural land,which seriously affects the development of rural land property rights.In 2016,the Central Government issued a relevant document proposing a refor m path that separates land ownership,contracting rights and manage ment rights,and provided newideas for solving this proble m.By allowing land manage ment rights to be used for mortgage financing,the introduction of this policy has made rural land manage ment rights highly liquid and has become an effective means of financing.The e mergence of this opportunity made the rural land financing innovation and development.Rural land financing is of great significance to solve the proble mof insufficient scale of rural operations and insufficient funds.At the sa me ti me,it also has i mportant significance for promoting the rapid development of agriculture and rural areas.Therefore,this paper will analyze the rural land financing status and proble ms and explore the innovation and reconstruction of the rural land financing under this situation.This study follows the research perspective of combining theoretical study and application study,takes the opportunity of rural developing strategy,builds research thoughts and fra mework: historical research---reason analysis---effect study---counter measure research,to do the syste matic research on the rural land financing status,existing proble ms and rural landing financing mode i mprove ment.First,analyze the developing process fromthe perspective of reviewing the historical documents.Second,analyze the reasons that li mit the rural land financing development,and find the main reason is the i mperfection of the three rights setting syste m and law syste m.Third,use case survey method to analyze rural landing financing operation and manage ment mechanis m developing situation and the significance to i mprove rural landing financing under background of “three rights separation”.Last,propose strategies toi mprove rural landing financingin China.
