The Study On The Construction Of Long-term Mechanism For Solving Relative Poverty In Zhuozi County,Inner Mongolia

Since more than 40 years of reform and opening up,China has contributed more than 70% to global poverty reduction,and has undoubtedly become the country with the largest number of poverty reduction people in the world.Since the18 th CPC National Congress was successfully held,poverty alleviation work has risen to a new height.Poverty alleviation and development has been incorporated into the "five-in-one" overall layout and "four comprehensive" strategic layout of building socialism with Chinese characteristics,and accurate poverty alleviation has been creatively put forward and implemented.We will resolutely win the battle against poverty and reduce the number of people living in poverty by more than 10 million every year.By 2020,the problem of absolute poverty,which has existed for thousands of years,will be thoroughly solved.After all the poor people in rural areas have been lifted out of poverty according to the current poverty standards,the focus of China's anti-poverty struggle will gradually shift to the fight against relative poverty,from focusing on solving the basic living problems of the poor to leading the common prosperity of all the people.At present,although Zhuozi County has finished getting rid of poverty,the problem of poverty will not disappear completely,there will still be the probability of returning to poverty,and there will still be a large number of relatively poor groups.the next key task is to establish a long-term mechanism to solve relative poverty.People who have just been lifted out of poverty are faced with multiple factors such as weak development capacity and lack of risk resistance,which are very likely to lead to return to poverty.The establishment of a long-term mechanism to solve relative poverty is not only conducive to prevent people who have beenlifted out of poverty from returning to poverty,but also an important measure to solve the main social contradictions in the new era.Based on this,the paper takes the construction of the long-term mechanism of solving relative poverty in Zhuozi County under the new situation as the research object,and studies and analyzes the construction of long-term poverty alleviation mechanism in Zhuozi County.First of all,the paper explains the research background and significance,summarizes the relevant research at home and abroad,and especially introduces the "proposal of the CPC Central Committee on the formulation of the 14 th five-year Plan for National Economic and Social Development and the long-term goals of 2035".The document effectively connects the achievements of poverty alleviation and rural revitalization.It is of great guiding significance to establish an assistance mechanism for low-income people in rural areas and underdeveloped areas.Then it defines the relevant concepts used in this paper,and combs the relevant theories of public management used in this paper.In the research process of this paper,the comprehensive use of literature research and investigation research methods,combined with on-the-spot visits and online collection of relevant materials,with reference to government website information and statistical yearbook,introduces the development process of poverty alleviation in Zhuozi County longitudinally,and analyzes the problems and causes of establishing a long-term mechanism to solve relative poverty in Zhuozi County.Finally,the paper puts forward corresponding suggestions on the establishment of a long-term mechanism to solve relative poverty in Zhuozi County from the aspects of government guidance,market incentives,endogenous power and so on.Through the study,it is found that in order to establish a long-term mechanism to solve relative poverty,it is always necessary to establish the dominant position of poor people in the work of getting rid of poverty.in the final analysis,getting rid of poverty is to get rid of poverty,and we should make full useof this most active and malleable factor.by means of skill training,employment publicity,case study,organization and inspection,we can activate people's subjective initiative to the greatest extent and lay a good foundation for the development of industry and the cultivation of endogenous power.
