Research On The Construction Of Long-term Mechanism Of Industrial Poverty Alleviation In Gansu Province

Industrial poverty alleviation has the universal,fundamental and continuous characteristics in tackling poverty,and shoulders the important tasks of driving poor households to stabilise poverty alleviation,continuously increasing income,consolidating existing poverty alleviation achievements,and preventing return to poverty.In 2020,China will achieve the eradication of absolute poverty on schedule.In the transition period from absolute poverty to relative poverty and the connection period between poverty alleviation and rural revitalization,the sustainability and long-term effectiveness of industrial cultivation and industrial development play an important role in eliminating absolute poverty,alleviating relative poverty and realizing industrial prosperity.Therefore,in this special period,the establishment of a long-term industrial poverty alleviation mechanism is not only an inevitable outcome of the poverty alleviation,but also provides a reference for the relative poverty problem and revitalization problem in the future rural governance.Based on the analysis of the domestic practice of industrial poverty alleviation,the current situation of industrial poverty alleviation in Gansu Province,and the path of industrial poverty alleviation in Linxia City,this paper uses the entropy weight method model based on grey correlation analysis to take the earliest batch of Linxia cities in Gansu Province as an empirical analysis object.It is building an index system that includes six indicators of leading agricultural industrialization enterprises,farmers' professional cooperatives,per capita disposable income,planting area of characteristic advantageous industries,cattle stock and sheep stock,that evaluates the effectiveness of industrial poverty alleviation in Linxia City from 2013 to 2018.The research shows that the effectiveness of industrial poverty alleviation in Gansu Province is persistently insufficient,which is mainly manifested by insufficient driving of new business entities,the mechanism of benefit sharing imperfectly between the new-type agricultural business entities and poor households,land transfer mechanisms to be improved,and industrial risk prevention needs to be strengthened.The empirical analysis of Linxia City draws the following conclusions: first,the overall performance of industrial poverty alleviation is better and is increasing;second,the industrial poverty alleviation has a long-term dependence on the government's poverty alleviation funds;The poverty capacity is weak;fourth,the industrial poverty alleviation project is implemented accurately.Finally,according to Gansu Province 's lack of sustainability in industrial poverty alleviation performance and typical analysis results in Linxia City,this paper aimed to achieve the long-term effectiveness of industrial poverty alleviation,and based on the experience of domestic industrial poverty alleviation,on the base of the the basic idea of participatory poverty alleviation with benign interaction among multiple subjects including government,leading enterprises,farmers' professional cooperatives,poor households,constructs a long-term mechanism for industrial poverty alleviation in Gansu Province including a new type of business entity poverty reduction mechanism,related-party interest linkage mechanism,land circulation guarantee mechanism,and industrial poverty alleviation risk prevention mechanism,which is designed to effectively solve the practical problems in the rural industry's poverty alleviation work,and realize the long-term and sustainability of the industrial poverty alleviation effect.
