The Optimization Research About National Innovation Capability Evaluation Index System

In order to monitor and evaluate the progress in becoming an innovation-oriented country,China launched a systematic study on the evaluation index system for innovative countries.In 2011,it first issued the "National Innovation Index" based on China's National Innovation Capability Evaluation Index System".The evaluation results which evaluated through the evaluation index system of national innovation capacity constructed in China,are inconsistent with the current status of patents.Therefore,this paper takes patent as the starting point and evaluates the national innovation capability evaluation index system constructed in China.In order to improve the evaluation index system,the problem of incompatibility with the status quo of patent development in China has been explored by exploring the optimization of evaluation indicators.This paper is based on the "National Innovation Index" report and the results of questionnaires for patent practitioners.It compares and evaluates the evaluation results and status quo of the evaluation indexes of patents in this evaluation index system,and then obtains evaluation indicators for patents.The problems existing in the process of operation include the lack of first-hand domestic investigation qualitative data,patent indicators in the absence of market value,inaccurate evaluation results of some patent indicators,the evaluation index system does not reflect the status of Chinese patents.The current status of development analyzes the causes of the above four types of problems.According to the evaluation index system of national innovation capability,corresponding optimization suggestions are put forward,and suggestions for improving our country's innovation capability are proposed from two angles of government and enterprise.
