Construction And Evaluation Of The Performance Index System Of National Innovation Demonstration Zone

National Independent Innovation Demonstration Zone was created to promote the innovation-driven development,play a more important role of leading and driving in accelerating the transformation of economic development mode.As of March,2017,the State Council has approved the construction of 17 demonstration zones,and the establishments of the demonstration zone in 2015-2016 up to 12.On the level of national strategy,our government put forward several macro objectives for the development of demonstration zone continually,to real-time master the development of the demonstration zone.From the level of the development of demonstration zone,it is necessary to understand the circumstance of development of its internal parks in order to better deploy the intention of national strategic guidance since the demonstration zone is generally set up by multiple sub-parks.In order to strengthen the guidance and focus on the development of the demonstration area,it is necessary to make an objective and comprehensive assessment for the sub-parks in the demonstration zone.Scientific indicators are one of the most significant aspects of the park assessment.Based on the deeper analysis of the objectives of 22 sub-parks of Zhangjiang demonstration zone in the past 4 years,as well as relative literature and field researches,this paper constructs a preliminary evaluation system and conducts some pre-evaluations.Based on the results of pre-assessment,the variance coefficient method,correlation analysis,factor analysis and other quantitative methods were used to reconstruct the index system in the form of expert evaluation and questionnaire survey.In the establishment of index weights,AHP scoring method is used to empower the indicators.Through the distribution of the park questionnaries and statistical yearbook and other data collection methods and the use of optimized index system,we conduct the assessment and ranking for 22 parks of Zhangjiang demonstration zone to understand the status and deficiencies of the developments of sub-parks.The study found that the development 22 parks of Zhangjiang demonstration zone is a normal distribution.There are gaps among the sub-parks of Zhangjiang demonstration zone in the total score and polarization phenomenon.Disparities are showed in two aspects,one is the uneven development]evel of the sub-parks measured in the same index;another one is the larger degree of dispersion in the same park between the different indicators.According to the assessment works and results,put forward the corresponding policy recommendations to better improve the efficiency and scientificalness of evaluation,to enhance the effectiveness of the development of the parks.
