Research On The Governance Mechanism Of Farmers' Professional Cooperatives

Farmers' professional cooperatives as a way of agricultural production innovation,a new kind of system arrangement,it is able to create greater economic benefits,the local farmers' income,promote the healthy development of agricultural industrialization.Especially in 2007,the farmers' professional cooperatives law of the People's Republic of China issued,China's rural professional cooperative ventures into a period of rapid development,although made great progress on the number and size,but its quality is uneven,the overall level is not high,did not show significant performance advantages,not standard phenomenon also highlighted,articles of association of a large number of cooperative conform to the provisions of the state on the surface,but actually be "hang sheep head sell vinegar",such as "one person one vote","democratic management","surplus according to the volume to return" and so on these this is unique to the cooperatives have taken place in the form of qualitative change,the cooperative mechanism of legitimacy construction by huge obstacles,but also seriously affect the cooperative performance enhancement.Therefore,it is helpful to study the governance mechanism of cooperatives from the two aspects of norms and performance,which is helpful to reveal the development status of the cooperative and find the deficiencies,which is conducive to accelerating the industrialization and modernization of agriculture.Based on the theory of legitimacy and efficiency,put forward different periods of cooperative governance mechanism is also different,the cooperative governance present:early period-"weak legitimacy,efficiency",growth period-"of legitimacy,efficiency",mature period-"strong,strong efficiency".And close to the early period and close to mature period cooperatives,build legitimacy and efficiency mechanism of dynamic game model,the analysis result shows that is close to the early period cooperatives is biased towards the efficiency governance mechanism,close to mature period cooperatives are pay more attention to the balanced development of both.Lastly,yichang XiaoXiHong citrus professional cooperatives to case study,a detailed analysis in different periods under the cooperative mechanism is the manifestation of behavior,legitimacy and efficiency in practice to verify the argument to enhance persuasion.According to the research conclusions of this paper,the author puts forward several related countermeasures and Suggestions:first,strengthen the standardization construction of cooperatives,strictly comply with the laws and requirements;Second,strengthen the incentive mechanism construction of cooperatives,and fully mobilize the enthusiasm of members and managers;Third,strengthen the cooperative brand building,enhance the reputation and popularity of the enterprise;Fourthly,strengthen the network construction of cooperatives and realize the effective allocation of resources;Finally,strengthen the cooperative learning imitation mechanism construction,improve the social cognition to the organization.
