Research On The Farmers' Welfare Loss Under Farmland Use Regulation

The delimitation of the basic farmland protection area is a control measure adopted by the state in recent 20 years to implement the basic national policy of cultivated land protection and strengthen the preservation of high-quality farmland.The controlling policies and measures of basic farmland protection play a significant role in ensuring national food security,promoting the protection of high quality farmland and protecting the basic rights and interests of farmers.However,the basic farmland using control also limits the controlled region of farmland development rights in a certain extent,losses to the controlled area farmers,collective economic organizations and other groups,restrain farmers,collective economic organizations' participation in farmland protection enthusiasm and intrinsic motivation.Therefore,to quantify the effects of basic farmland protection zones and land using regulation to farmers and can bring losses,the incentive compatibility of basic farmland compensation mechanism and transfer the system for the government to design incentives for farmers,collective economic organizations directly involved in the main farmland protection initiative and motivation,improve regulation efficiency by optimizing the use of direct reference and policy the proposed system.The results show that the Yaodu area farmers' cognition on basic farmland protection and related policies,Yaodu District farmers have certain awareness of the protection of basic farmland,the basic farmland,but the concept of "Basic Farmland Protection Ordinance",the basic farmland protection system,basic farmland protection areas,basic farmland protection responsibility book is equal to the basic farmland policies the system,less understanding;Yaodu area farmers on basic farmland protection and cognitive problems,Yaodu District farmers think that the country is the main protection of basic farmland,there are a lot of problems,the current process of basic farmland protection in my area for example,the local government of inadequate investment in agriculture,farmers' income is low,a large number of migrant peasant to work,the farmland affected by serious pollution,the quality has declined,that the decreased arable land,family contracted land decreased year by year So,the income of farmers is reduced,the welfare loss;farmers in Yaodu District of basic farmland land use status within the area of limited cognitive protection,only by their own awareness of the protection of basic farmland,there is still a certain proportion of the blind spot;attitude and the cause of Yaodu area farmers on their own farmland into basic farmland protection the farmers' basic knowledge of district planning of basic farmland protectionand the right to know is still low,the planning of the insufficient participation of farmers,are unaware of or participate in passive participation,lack of economic incentives to the reality of the situation;the protection of basic farmland use control policy on family income of farmers will be affected,but the farmer's family to reduce income,reduce the welfare losses to farmers.Research shows that through the implementation of a variety of compensation;cultivating new farmers;strengthen rural agricultural information construction;vigorously protect farmers in basic farmland on income,safeguard farmers' legitimate rights and interests in accordance with the law;to speed up the transfer of rural surplus labor and other ways to improve the income of farmers,improve farmers' welfare and by encouraging farmers to actively participate in the protection of basic farmland;increase financial support for the protection of basic farmland of the government;to strengthen the government supervision on basic farmland protection;determining reasonable compensation mode;establishment of basic farmland protection of basic farmland protection mechanism.Through these ways,we can not only enhance farmers' awareness of protecting basic farmland,but also make up for the loss of farmers under the control of usage,and play a great role in coordinating the interests of all parties.
