Research On The Performance Evaluation System Of Electrified Railway Engineering Procurement

In this paper,the electrified railway engineering material procurement performance evaluation as a starting point,from the point of maximum construction benefit perspective,procurement performance evaluation as the research object,combined with domestic and foreign experts and scholars of procurement performance appraisal theories of electrified railway engineering material procurement management business process,the problems of research and analysis,put forward business process reengineering of DQ company and new material procurement management based on performance evaluation.In order to improve the quality of the project,reduce the cost of the project and increase the efficiency of the enterprise to provide theoretical significance and practical application value.First of all,in the introduction part,this paper expounds the background and significance of this topic,briefly describes the research status,methods and other content,as well as the necessity of strengthening the procurement management,and puts forward that it is of great practical significance to strengthen the procurement performance evaluation of the railway construction enterprises.The second part defines the concept of purchasing and purchasing performance evaluation,and introduces the procurement performance evaluation methods commonly used and the methods to determine the weight of evaluation index,comparative analysis of various methods;the formation of the theoretical basis of this paper,elaborates the railway electrification construction enterprise procurement management status and detailed analysis on the reason for the problems.On this basis,according to DQ company's procurement performance evaluation system is not perfect,and then use the proposed evaluation index group AHP,from procurement compliance,procurement efficiency,procurement efficiency,supply level of employees,business level and procurement project management six dimensions,construct the evaluation index system of procurement performance in conformity with the DQ company actual.Finally,to evaluate the purchasing management of DQ company by using the fuzzy comprehensive evaluation method,the DQ company's procurement management is poor,through the optimization of the existing evaluation system,and vigorously promote the use of "Internet plus" procurement model,cultivating the compound talents,establish effective supervision and evaluation system and incentive system and a series of security measures to ensure the successful implementation of.In summary,this paper systematically analyzes the status quo of China's railway electrification project procurement management and the existing problems,and optimize based on the existing procurement management process,the introduction of procurement performance evaluation model of scientific and effective to improve the railway engineering materials procurement quality,reduce procurement risk and supply cost,improve the overall economic benefits,the lowest total cost of the project.This paper is a theoretical and practical exploration of the performance evaluation of electrical railway engineering materials procurement in China,and it also has certain guidance and reference significance for the procurement performance evaluation of other electrified railway construction enterprises.
