At present,the labor subcontracting market in China is still not perfect,and the quality of labor subcontractors is uneven,which increases the safety and quality risks of the project and the overall performance of the project is difficult to achieve.Since a systematic performance evaluation system has not yet been formed,it is difficult for construction companies to continuously optimize the management and control of labor subcontractors and enhance the overall efficiency of the supply chain.Therefore,it is very important to design a scientific and reasonable labor subcontractor performance evaluation plan.Based on the research object of the China Railway Major Bridge Engineering Group(MBEC)this paper constructs a performance evaluation system for labor subcontractors based on the Balanced Scorecard for the problems that arise in performance evaluation practice.This article first elaborates the domestic and foreign research status of supply chain management,labor subcontract management,performance evaluation,and analyzes the research significance of the performance management of labor subcontractors for construction companies.Then,based on the basic situation of the MBEC,the present situation of the performance evaluation of the company's labor subcontractors,the existing problems,and the internal reasons are analyzed.Based on this,a method for the performance evaluation of labor subcontractors of the MBEC was designed by applying the method of balanced scorecards.It was evaluated from four aspects: finance,customer,internal,and future,and the performance evaluation indicators of the target layer and the implementation layer were designed.The specific implementation principles,implementation steps,and implementation methods of performance evaluation were formulated.Finally,the performance evaluation system of the construction subcontractor was applied to the performance evaluation of the DT Bridge Project Company A of the MBEC.The final evaluation results were obtained and the results were analyzed.Combining theory with practice,the paper designed a practical labor subcontractor performance evaluation plan and implementation method for th MBEC.The research results of this article will help the management of the labor subcontractors of the MBEC as well as the improvement of the performance of the entire supply chain.At the same time,it can also provide reference for the performance evaluation of labor subcontractors of other similar construction companies.
