In recent years,China's economy has entered a period of "new normal" development,and the international energy pattern has also undergone profound changes,which has exerted a far-reaching impact on energy demand.The petrochemical enterprises are facing the challenge of low oil prices,forming a new situation that both opportunities and challenges coexist.China petroleum and chemical enterprise must take the initiative to adapt to the new normal multiple environmental change,insist on a change in exchange for stable,making progress while maintaining stability,reshape enterprise development mode,make the enterprise achieve the stable and persistent development under the new environment.As a large state-owned company subordinate to CNPC,J oil company is affected by the planned system for a long time,and the human resource planning only has the basic prototype,which leads to the miscellaneous personnel,the unreasonable structure,the limited talent development and so on.Therefore must grasp the objective law of "new normal" the situation contains,attaches great importance to the value of human resources fully,according to company strategy change human resource planning optimization design,in order to realize the coordinated development of people and enterprises,improve the competitiveness of the company under the new normal.This paper first defines the semantic and content of the "new normal" and human resource planning.On this basis,combining with the basic theory of human resource planning,human resources status of J oil companies were analyzed,and the extracted J oil company human resources basic problems that exist in the planning and operational planning.In J oil company's basic plan of human resources optimization,According to the changes of the internal and external environment of the enterprise under the new normal condition,this paper puts forward the strategy of two time periods of supply and demand forecast,and chooses the most suitable prediction method of the current situation of J oil company under the current technical conditions.After that,this paper forecasts the supply,demand and balance of human resources of J Petroleum Company,and puts forward corresponding supplementary plan.In the optimization plan of J's human resources business plan,Based on the idea of continuously stimulating the potential of human resources innovation and improving the quality of human resources,the optimization plan of J oil company's human resources business planning is designed,including the enterprise culture introducing new thinking,building more agile organizational structure,giving consideration to the salary distribution pattern of benefit and fairness,multi choice career growth channel mode and training system for talent development,and formulating corresponding safeguard measures.
