Study On The Reform Of Land Consolidation System And Mechanism From The Perspective Of Supply-side Structural Reform

As China's economic and social development has entered the "new normal",the country has put forward a strategy of supply-side structural reform.The connotation of land consolidation in the new era has also been deepened.However,the current status of land consolidation in China cannot meet the development requirements of the new era.For this reason,this article carries out the research on the reform of land consolidation system and mechanism from the perspective of supply-side structural reforms.It hopes to put forward some reform opinions on the basis of analyzing the existing problems of the land consolidation system and mechanism,making the system and mechanism play a catalytic role in the development of land consolidation.This article first deeply analyzes the problem of mismatch between supply and demand in the field of land consolidation in China.Based on the mismatch,on the basis of reviewing the current situation of China's land consolidation system and mechanism,it discusses the drawbacks of the system and mechanism of land consolidation.Then,guided by supply-side structural reform,the paper analyzes the ideas of land consolidation reforms,the connotation reconstruction,function upgrading,and concept transformation of the consolidation were explored.Then the paper constructed a framework for the operation of land consolidation system,the framework is composed of related stakeholders of land consolidation,motivation mechanism,resource guarantee mechanism,and information transmission mechanism.According to the requirements of the supply-side structural reforms on these operating mechanisms,the reform ideas for the land consolidation system and mechanism in the new era were put forward.Based on these analyses,this paper raises suggestions for the reform of the land consolidation system and mechanism.Finally,in the case of Shanghai,the paper explored the innovative practices of its land consolidation system and mechanism and consolidation achievements.The main research methods adopted in the research process include literature analysis,system analysis and case analysis.Through research and analysis,this paper believes that the system reform of land consolidation should include the improvement of the land consolidation agencies and their functions,the strengthening of local land consolidation team construction,and the strengthening of the cooperation system of related departments.The reform of the mechanism for land consolidation should include the improvement of local government incentive mechanism,the improvement of relevant departmental cooperation mechanism,and the establishment of social capital introduction mechanism,implementing the farmers' rights and interests guarantee mechanism,reformation of the working mechanism of land consolidation,establishment of land consolidation legal system,and innovation of the land consolidation technology system.
