Research On Agricultural Supply Side Structural Reform In Anhui Province From The Perspective Of Rural Land Renovation

At the end of 2015,General Secretary Xi Jinping put forward the structural reform of agricultural supply side for the first time at the Central Economic Work Conference.Emphasis should be placed on improving the quality and efficiency of the supply system and enhancing the motive force for sustained economic growth.In 2016,Document No.1 of the Central Committee put forward the strategic concept of"promoting the structural reform of agricultural supply side",and defined the five tasks of "eliminating production capacity,inventory,leverage,reducing costs and making up shortcomings".In 2017,the central government issued a special document No.1 on the structural reform of agricultural supply side.It proposed to vigorously promote the structural reform of agricultural supply side,solve the new problems of the development of agriculture,countryside and farmers,improve the efficiency and competitiveness of agricultural quality,and promote the sustained and rapid growth of farmers'income.As one of the main grain producing areas,Anhui Province has a good agricultural development situation.However,the problems of low level of agricultural development,extensive agricultural management and unreasonable agricultural structure in Anhui Province are serious.The structural reform of agricultural supply side is imminent.In 2016,the Anhui Provincial Committee and the Provincial People's Government clearly pointed out that optimizing the agricultural production structure,promoting the overall planning of grain,economy and feeding,the integration of agriculture,forestry,animal husbandry and fishery,and the integration of primary,secondary and tertiary industries are the key tasks of Anhui Province.In 2017,Anhui Province issued the Implementation Opinions of the CPC Anhui Provincial Committee and the Anhui Provincial People's Government on Further Promoting the Structural Reform of Agricultural Supply Side and Accelerating the Cultivation of New Kinetic Energy for Agricultural and Rural Development.A series of policy suggestions were put forward around optimizing the structure of agricultural products,increasing the effective supply of products,and promoting the improvement of agricultural quality and efficiency.It plays an important role in the process of modernization.Therefore,it is necessary to study how to promote the structural reform of agricultural supply side in Anhui Province.At present,the objectives of land consolidation in China are becoming more diverse,the connotation is clearer and the means are richer.The main contents of land consolidation are to promote green consolidation,promote regional coordination,promote transformation and upgrading,and activate rural.development.Based on the analysis of relevant theories and the analysis of the present situation of the structural reform of the agricultural supply side in Anhui Province,this paper combs out the existing problems in the process of the structural reform of the agricultural supply side in Anhui Province,and through the analysis of the correlation between the rural land consolidation and the structural reform of the agricultural supply side,constructs the supply mode system of "land consolidation plus" with the land consolidation as the supply platform.On this basis,the paper puts forward the relevant path of structural reform of agricultural supply side,establishes and improves the security mechanism related to structural reform of agricultural supply side,and comprehensively promotes the development of reform.
