From the proposal of new urbanization strategy to the surge of characteristic towns,the issue of construction and operation of characteristic towns has always been one of the most important issues in academic circles.Meanwhile,facing the "cold winter" of the market,many real estate enterprises have embarked on the road of transformation,showing a strong desire to participate in the construction and operation of the characteristic towns,and have put into practice in the real estate town or other characteristic town construction projects.Since the policy design of featured towns focuses on industrial transformation and upgrading,and the tendency of "real estate" is strictly guarded,it is clearly required that the fixed assets investment of 30-50 billion yuan to be completed within three years does not include residential and commercial projects.However,the above provisions do not mean that the construction and operation of featured towns should completely eliminate the involvement of real estate companies.In fact,many characteristic town projects have established stable cooperative relations with property developers such as Blue Town and Vanke.The typical representatives are the Shengzhou Yue Opera Town,West Lake Longwu Tea Town,and Jiashan Guigu Town.This paper mainly adopts case study and multi-level comparative analysis method,analyzing and comparing the characteristic towns in Zhejiang Province,the characteristic towns led by real estate enterprises and the characteristic towns built by the government-enterprise cooperation.The study found that real estate companies are good at building life supporting services and creating a community atmosphere.their participation can make up for the shortcomings of the government’s main featured towns in the "living",and the government’s guidance and supervision can also be supplemented defects in the "production" development of real estate companies.Therefore,this study has drawn the final conclusion:real estate companies can achieve the"three-in-one integration" of production,life,and ecology as their policy goals,and participate in the construction and operation of featured towns under government guidance and supervision.In addition,this research further proposes that the government should prevent some real estate enterprises from carrying out "enclosure" misconduct in the name of characteristic town development,clearly the real estate business access threshold,with all kinds of qualifications,with the town operation experience and social responsibility of enterprises,and signed agreements to limit conditions,ensure that both the government and enterprises start complementary close cooperation,in order to realize the "three-in-one integration" of production,life,and ecology.
