| For many years,the Central Committee of the Communist Party of China,in view of the current shortage of water resources in the country,has constantly stressed the strengthening of the management of agricultural water quota.The implementation of agricultural water quota management is an important way to alleviate the current domestic agricultural water shortage,it is also the basic recipe for years no.1files,as well as the extension of current agricultural irrigation water conservancy project construction,it is also the key is to achieve the sustainable development path.Zhongmu,the County of Henan province,is a large agricultural county,as well as a county of water conservancy.There are two large domestic famous irrigation area called Yangqiao Irrigation District and Yinhuang Irrigation Districs,and a medium-sized irrigation area called SanLiuZhai Irrigation District,all of which are the major irrigation water conservancy projects.The research and analysis of the current irrigation water management in Zhongmu county has the realistic significance and obvious application value.This paper takes Zhongmu County of Henan Province as the object of empirical analysis,it is based on detailed data through a lot of research on the basic theory of comprehensive utilization of agricultural irrigation water quota management.Through the investigation research,literature analysis,comparative analysis,the author mastered the basic situation of the Zhongmu County Water Village resident,explained the total amount of water resources of Zhongmu county,along with the supply and demand situation of agricultural water resources,the situation on agricultural irrigation water quota,as well as the agricultural irrigation facilities status and agricultural water management mode and other aspects of the case.The paper finds out six main problems existing in Zhongmu county: 1).Slow development of water-saving agriculture.2).The water right of agricultural irrigation is difficult to be implemented.3).The system of irrigation water price is too old.4).Improper management of irrigation and water conservancy facilities.5).The environment of agricultural water use in Zhongmu county is threatened.6).The association of farmers' water users' Association.The problems associated with Zhongmu County agricultural water environment.This paper analyzes the causes of the existence of these questions,which include: 1).Insufficient promotion of water-saving agriculture.2).The construction of the system of water right system lags behind.3).Rough pricing standard for irrigation water.4).Lack of funds for irrigation facilities management vacancy.5).Weak supervision of water environment for irrigation.6).The farmers' Association for water use lacks the impetus for development.To address these six main issues,there are six suggestions made in this paper in corresponded to the irrigation and water conservancy facilities,irrigation water rights and WUA,irrigation water and local water environment,include: 1).Multidirectional promotion of water-saving agricultural progress.2).Improving the development of irrigation water right system.3).Optimizing irrigation water price rationality.4).Improving the standard of irrigation and water conservancy facilities.5).Strengthening the protection of water environment.6).Strengthen the role of Water Association.In order to achieve the improvement of agricultural irrigation in Zhongmu County water quota management from theory to practice,to improve Zhongmu County agricultural irrigation water efficiency in the management of water resources,as well as the surrounding areas and the agricultural irrigation water quota management and provide reference,this paper has a positive theoretical and practical significance to all above.There are two innovative parts in this paper: the first is the systematic analysis of the agricultural county of zhongmu county in the plain area;the second is to analyze the problems of agricultural irrigation water quota management in zhongmou county and deeply dialyze the causes. |
