The Construction Of Traceability For Agricultural Food Safety And Quality System

The whole process of production,processing and transportation of agricultural products can be traced is an important means to control the risk of the quality and safety of agricultural products.Improving the quality and safety level of agricultural products,perfecting the construction of traceability system,which needs the theory of the quality and safety of agricult ural products and the theory of agricultural competitiveness.To take research on the factor of process of traceability system,figuring out the main problems in the process,then take targeted solutions.In which way can accelerate Chinese traceability sys tem of agricultural,improve the competitiveness of the market.Thus it can be seen,this research also has a realistic meaning.This article referrs the research status at home and abroad,taking the theories about the traceability system of agricultural products,summarizing the insufficient part of current research.Firstly,analyzing the influence factor of willingness to pay by classification,designing a questionnaire of customer willingness to pay,which concluding the WTP and customers' cognitive degree of traceability system,coming to conclusion that the customers have a strong willingness to pay for traceability products,but there's a shortage of awareness of traceability system.Secondly,combining the on-the-spot investigation of two typical enterprises which have established the traceability system already.Comparing the typical enterprises in motivation,cost and profit to analysis the traceability system of agricultural product in MianYang.Because of the different motivation,their cost and profit have a great difference.Finally,on the basis of Stakeholder Theory to design the evaluation model.The model uses Relevance Tree theory and Expert Investigation Weight Method,establishing the weight of three first level index: government,enterprise and customer.By weighting calculation to confirm the point of the traceability system in Mian Yang,which scored 74.76,reflecting the objective problems of traceability system construction like shortage of effective propaganda,low degree of enterprise participation and low awareness of traceability system by customers.Through the research above,the following conclusions were drawn:(1)low awareness of traceability products by customers;(2)consumers have a strong willingness to pay for traceability products;(3)economic benefit is the key to drive enterprise participation;(4)strong government and enterprise both are the necessary conditions of establish the traceability system;(5)low degree of standardization of traceability process.Giving reasonable and effective suggestions to the process of traceability system of agricultural products of China:(1)increasing the publicity of traceability knowledge,raising public awareness;(2)perfecting the mechanism of the price of the traceability agricultural products;(3)improving and perfecting the incentive mechanism,improving the degree of enterprise participation;(4)strengthening the system innovation and improving the level of supervision.
