Although China is vast in territory the area of available land is limited, especially the arable land. Withthe acceleration of urbanization, the problem of land requirement is getting more serious. So how to keep adynamic balance of total land during urbanization process is of great importance.According to the condition of China, the Chinese government proposed a innovative policy“-Pothook”of Urban and Rural Construction Land Policy, which aims to protect arable land and alleviate huge demandfor urban construction land through rural human settlement consolidation. At present, China has launchedpilot experiment at several sites, but has not implemented in the national wide. Here, we choose Wujiaqu asthe research site, analyze the effects of “Pothook” Policy from the following aspects, provide strongtheoretical basis for the feasibility of “Pothook” of Urban and Rural Construction Land Policy inWujiaqu.1. Urban construction land forecast. We forecast on total population, urban population and army corpspopulation in the target planning years.And then with the analysis of demand for mining area, we can getthe Wujiaqu’s demand for urban construction land.2. Capacity of Wujiaqu’sarmy corps settlement consolidation.We use per capita index method tocalculate the capacity of Wujiaqu’s army corps settlement consolidation and modify the theoretical valuewith limited conditions to get the potential capacity of army corps settlement consolidation.3. Supply capacity of Wujiaqu’s pothook potential: According to the forecast of Wujiaqu’s demand ofurban construction land with the capacity of Wujiaqu’s army corps settlement consolidation, Calculate the“Linked” land supply rate.The analysis shows that “Pothook” Policy can alleviate the Wujiaqu’s huge demand for land resultfrom urbanization.
