Study On Influencing Factors On Agricultural Insurance In Gansu Province

Agriculture is the fundamental industry of national economy,and it is also a strategic industry which ensures the safety of national food security.Three Rural Issues are basic issues of vital importance to the nation's economy and the people's livelihood.Agriculture is the fundamental industry in economy areas in Gansu,as well as China in a long history.The primitiveness of agriculture limits and affects its improvement.As we all known,the natural condition in Gansu Province is extremely bad,with drought and little rain and frequently natural disasters;and the agricultural foundation here falls behind than other areas in China;meanwhile affects by other unpredictable risks the development of agriculture become an poor industry with low return and high risks.So we need to put agricultural insurance into practice to ensure the development of agriculture in Gansu.We all known that the development of agricultural insurance play important roles in managing agricultural risk,ensuring farmers' income and developing the economy in rural area.It can help farmers' to prevent all kinds of nature disasters and release agricultural risks;it also can help farmers' get stable income,as well as promote economy increasing and finally realize the transformation of agricultural modernization.In my essay,I will make a deep research of factors which can influence the development of agricultural insurance in Gansu province by using methods like combine qualitative analysis and quantities analysis,combine study from useful data and questionnaire survey,case analysis and sample survey,econometric model analysis and other methods.To support my theory,I make a full analysis of agricultural insurance's theory model,and make a deep statement of agricultural insurance,which is the “safety net” of agricultural production under the support of government and fiscal subsidies.Generally speaking,as one of the experimental units,agricultural insurance in Gansu make a stable income.However,we need to realize problems and worries are still there.In this essay,Gaotai county and Yongchang county are two living examples to analysis the development model of modern agriculture.And I made questionnaire for farmers in Zhangye and Wuwei city,with questions like farmers' willing of buying agricultural insurance,insurance system and claim statement situation to master factors which can influence farmers to buy agricultural insurance.After collecting data from questionnaire and living examples,I choose linear regression model to analysis the main factor which influence the development of agricultural insurance.Realizing the situation and problems in the development of agricultural insurance in Gansu province,I suggest that we need to enforce the financial support of family farm,improve land circulation system and perfect socialized service system etc.As an effective way of increasing society income,agricultural insurance in China especially in Gansu also need to insist in market guiding and government participation.Only by this can it make sense in the battle of poverty alleviation.
