As the foundation of the national economy,agriculture plays an irreplaceable role in human development and social progress.Through the joint efforts of agricultural workers and the whole society,agricultural development in China has made a series of achievements.How--ever,behind the high-yield agriculture is a high input of extensive,with the input of decreasing returns to scale and social development has entered a new phase of growth,the traditional high energy consumption and agricultural economic growth mode has not kept up with the pace of development.Today,with the rapid development of science and technology,science and technology has become the source of agricultural economic growth and inexhaustible power.The fundamental way to solve the contradiction between the traditional agricultural production mode and the progress of social productivity is to rely on the progress of agricultural technology.The contribution rate of agricultural technological progress as a measure of agricultural technology progress as a quantitative index of agricultural economic growth in the size of the agricultural science and technology can not only measure the level of a country or region,can also provide a theoretical basis for the agricultural policy department to formulate a practical and effective policy.Gansu province is agricultural economic development in backward province,agricultural resources and infrastructure conditions,the effect of technical progress on the development of agriculture becomes more critical,the contribution rate of agricultural technological progress has become more urgent.Based on the review of related literatures and systematically introduces the progress of agricultural technology based on the theory of the collection of Gansu province panel data of14 cities in 24 years,combined with the econometric theory established the elasticity flexible,returns to scale non fixed translog production function model,using stochastic frontier model to estimate the Kumbhakar decomposition formula of the general technological progress contribution rate is decomposed into technical efficiency change and scale reward change contribution rate,narrow technical progress,and will further narrow the rate of technological progress is subdivided into neutral and partial technology progress.The results show that: The results show that:(1)agriculture technological progress is always the most important part of the general progress of agricultural technology,and narrow technical progress to neutral progress,mainly is hard,soft technology lack of role play;(2)the progress rate of agricultural technology has been on a straight line in the past years,while the contribution rate of agricultural technology progress is affected by the fluctuation of the total output value of Agriculture;(3)the main driving force of agricultural economic growth in Gansu province isstill material input,but the contribution of technological progress is increasing year by year,indicating that the agricultural production in Gansu is changing from extensive mode to intensive mode;(4)the return of agricultural production scale is creasing,the level of technical efficiency is increasing,but the growth is slow;(5)the contribution of agricultural technology progress in Gansu province is lower than the national average,and its change trend is basically synchronous with that of the whole country;(6)contribution rate of agricultural technological progress in Gansu province factors according to the degree of order change,the quality of agricultural elements of the degree of specialization and informatization level of agriculture,agricultural scientific research achievements transformation,provincial economic level,natural factors and agricultural research investment.Based on the above results to put forward the frontier technology progress,improve the specialization of agricultural production;increase financial support for agriculture,optimize the allocation of funds;improve the quality of agricultural laborers,attract talents of agricultural science and technology;optimization of agricultural science and technology extension system,enhance the technical efficiency;enhance the level of information technology,improve the information service system to promote the contribution of progress of agriculture in Gansu province technical advice to enhance the rate of.
