Along with the reconstruction of C hina Telecom Industry as well as the dust settles of 3G, 4G licenses issuance, the traditional separate operation pattern of the telecom market structure has gradually disintegrated, and marching towards the direction of full service operation. In the meantime, new technologies and applications of the Mobile Internet has replacing the traditional telecom service rapidly, channelization of carrier operator went bad seriously, the channel value shows a tendency of gradual decrease, Telecom companies are facing an urgent transformation towards Mobile Internet.Competitive internal performance incentive mechanism is an important factor to promote enterprise transformation. At present, the salary level of Sichuan Mobile basic line employees are lack of competitiveness, the functioning of internal salary incentive is passive, employees’ working enthusiasm is in general decline, the problems such as losing good employees are increasingly serious. Sichuan Mobile starts to implement a top-down quantitative performance incentive reform- in the hope of through adjusting the performance pay incentive mode to improve the basic line employees’ working enthusiasm and enhance the vitality of enterprise development.Quantitative performance pay reform is a comprehensive, systematic and complex work. Combined with the specific process of implementing salary system reform project in Sichuan Mobile Network, adopting literature research and empirical study, using project management method, taking the Sichuan Mobile Network operation and maintenance system construction as a project, centering on the project objectives, this dissertation elaborates the whole process from project research demonstration, program design, pilot implementation, effectiveness evaluation and summarization, then finally establishes the project organization measures and procedures which ensures the effective implementation of this management reform.The dissertation firstly introduces the project background, analyzes the project requirements, scope and implementation demands, summarizes the project implementing progress and characteristics, and then according to the thinking of full- life cycle project management method, the dissertation carries out a detailed analysis and interpretation on the network operation and maintenance work in steps. The dissertation emphasizes on the elaboration of implementing process, method and tool, problems and solutions, as well as the achieved results, meanwhile, the dissertation illustrates the schedule control, risk management, communication management and related guarantee measures during the project implementation. At last, the dissertation analyzes and summarizes the project research results, and put forward the follow-up research directions.Through the analysis on performance salary reform of Sichuan Mobile Network’s operation and maintenance project, the dissertation proves how to build a fair, reasonable, scientifically applicable Network operations and maintenance of quantitative performance evaluation and performance salary scheme by introducing project management ideas, flexible using project management methods and tools. The dissertation is a use attempt in related professional field to accumulate the practical experiences on carrying out special work.
