Study On The Optimization Of Policy Implementation On Migrant Workers' Returning Home To Start A Business

With the continuous development of reform and opening up in China,the stimulus of mass innovation and mass entrepreneurship,and the adjustments of national policies on business start-up of migrant workers have driven the development of migrant workers' returning home to start a business.Many policies have been introduced by the central and local governments at all levels to encourage migrant workers to go back home and start their own businesses,which is a propulsive force for its implementation.They run companies or develop the business service industry with their accumulated capital,technology and experience.The returning of migrant workers to start a business can facilitate the coordinated development of urban and rural areas and accelerate the process of urbanization,help farmers get rich and maintain social stability,and also promote the new rural construction and socialist modernization.However,starting a business is not easy,and as a vulnerable group,it is even harder for migrant workers to succeed in starting a business.They are confronted with many constraints on the entrepreneurial path and are in urgent need of strong support of related policies by government sectors concerned.Although the central and local governments at all levels have introduced many policies to support migrant workers to start businesses in their hometowns,some of the policies are not reasonable and others are poorly enforced or enforced in a poor environment,due to the inadequate research on such policies by the governments at all levels generally.As a result,migrant workers encounter many difficulties in their entrepreneurial endeavor.This paper studies the optimization of policy implementation on migrant workers' returning home to start a business.Considering some existing problematic policies,the author puts forward the optimized policies that could enhance the governments' administrative implementation ability and level,cultivate and expand the group of migrant workers returning home for entrepreneurship,and create a favorable market economy environment.The purpose of this study is to optimize the policy implementation to a higher level on migrant workers' returning home to start a business and thus boost its development by leaps and bounds.First of all,this paper reviews and sorts out the policies introduced by the central and local governments at all levels on migrant workers' returning home to start abusiness from a macro perspective,and summarizes the status quo,characteristics and functions of such policies.Next,questionnaires are distributed to evaluate the awareness and satisfaction of migrant workers who return home to start a business towards the implementation of policies concerned.Based on the survey above,as well as the policy review and policy implementation analysis result,the policies for migrant workers returning home to start a business are evaluated comprehensively and two problems are revealed: “The policies are poorly enforced” and “The policy implementation environment is not good enough”.There are four causes as follows: Firstly,the governments do not have a sufficient understanding of migrant workers' returning home to start a business.Secondly,the governments have poor administrative execution ability and level.Thirdly,the quality of migrant workers is limited.Fourthly,the market economy is not mature enough.Finally,this paper puts forward four measures for optimizing the implementation of policies for migrant workers' returning home to start a business and corresponding explanations.These measures include: optimizing the support policies for migrant workers returning home to start a business;enhancing the administrative execution ability and level of governments;fostering and growing the group of migrant workers returning home for entrepreneurship;creating a good market economy environment.
