The rural minimum living security system is an important social policy formulated by the state in order to achieve the tough goal of poverty-stricken groups fighting poverty.In the actual implementation process,the target targeting of rural subsistence allowances relates to whether the entire subsistence allowance goal can be successfully achieved,and also determines the effectiveness of anti-poverty.However,in the actual implementation process,the effect is not good,mainly due to a lot of problems that need to be solved in the process of low-insurance targeting,which makes the targeting of the low-guarantee targets appear biased,which affects the effect of the implementation of the rural minimum guarantee policy and the minimum guarantee.Fairness and justice.Based on the full understanding of the low-income system in Gansu Province and Guanghe County,the paper adopts a questionnaire survey and semi-structural interviews to investigate the micro-surveys of 226 rural households in Guanghe County.This paper applies the fairness and efficiency theory of welfare economics and Smith's policy implementation.The process model and Amartya's poverty theory are the starting point.From the four dimensions of policy itself,policy executives,policy implementation environment,and target groups,Gansu province's low-guarantee targets are analyzed.Through investigation and research,it was found that there exist a single target of low-guaranteed targets,existence of “relationship insurance” and “human insurance” in the target targeting process of rural residents with low-guarantee targets in Gansu Province.The supervision mechanism for subsistence allowances is not perfect,and farmers' cognition of subsistence allowance policies Inadequate and other issues.The reasons for these problems are the flaws in policy design,the drive of executive interests,the formation of policy environment constraints,and the lag in target group concepts.In response to the problem of misalignment in the targeting process of low-risk targets,after drawing lessons from the experience of the implementation of the minimum living guarantee system in Latin American countries and Zhejiang Province,the Smith policy implementation process model was used to propose suggestions from four dimensions:First,policies based on idealization.Dimensions: It is necessary to scientifically calculate the income of households,cross-use category identity and household surveys,and further improve the employment incentive mechanism.Second,based on the implementation of the main dimensions: improve the funds and supporting personnel and other supportingpersonnel.Third,optimize the dimensions based on the policy environment: It is necessary to improve the execution of audit approval procedures and supervision systems.Finally,based on the target group dimensions,we must strengthen the top-level design of the social assistance system,strengthen the grass-roots government's propaganda on the minimum living security policy,and raise people's attention and participation in the minimum guarantee.In order to provide suggestions for targeting the minimum guaranteed target in rural areas of Guanghe County,and to provide experience for the improvement of Gansu's rural minimum living security target aiming system.
