With the reform of land expropriation system,the system of cultivated land protection and the regulation of land use are becoming more and more stringent,and the cost of the use of state-owned construction land is more and more high.In order to meet the demand of land resources for economic construction,revitalize the idle rural collective operating construction land,and farmers in the process of industrialization and urbanization pursuit of land property rights and interests,after the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,clearly proposed to build a unified construction land market between urban and rural areas,allowing rural construction land of operational nature in pilot areas to be transferred directly into the market without changing the nature of ownership.The paper takes the pilot project of Liuyang City as the research area,and takes the market mechanism of rural collective operating construction land as the theme,and summarizes the market characteristics on the basis of field research;From the supply side perspective,the binary logistic regression model is used to analyze the influencing factors of farmers' willingness to enter the market;This paper uses SCP model and market mechanism to analyze the collective operating construction land market,and puts forward policy recommendations and safeguard measures based on the analysis results.The main conclusions of the paper are as follows:(1)The rural collective operating construction land market inLiuyang City has the following characteristics: Diversification of market subjects,weakening of ownership rights and functions,and single trading structure and mode;Limited market transactions and low cost prices;Lack of motivation,the primary market has initially formed,and the secondary market is not active enough;Market transactions are compulsory.(2)Generally speaking,Liuyang City has great potential to enter the market,but farmers' willingness to continue to enter the market is lower under the existing market trading conditions.The main influencing factors of farmers' willingness to enter the market are: family population,main source of family income,the recognition of property rights,the dividend distribution of village committees,price satisfaction,satisfaction of compensation proportion,and degree of infringement.(3)According to the characteristics of the market mechanism,combined with the external impact of the market(the current situation of Liuyang City,market characteristics and farmers' wishes),the S-SCP(Shock-Structure-Conduct-Performance)analysis model is constructed.It is concluded that market performance has the following characteristics: The impact of the access system and pricing system that allows new construction land to market performance is expected to be negative,and the impact of the access scope system,income distribution system and regulatory system is expected to be positive;The distribution of the idle land is consistent with that of the already listed land and improving the utilization efficiency of idle land will help increase the size of the market;Farmers' willingness to influence market performance through supply and social costs;The phenomenon of “competing forpower and gaining profits” will lead to the dissipation of revenue,which is not conducive to improving efficiency;The performance of market mechanism is mainly influenced by external factors such as market system,market scale,willingness to enter the market,the phenomenon of“competing for power and gaining profits” and internal factors such as supply,pricing,competition and income distribution.(4)According to the principles of rural collective operating construction land market: it conforms to the principles of land planning,use control and legal acquisition,adheres to the principle of "four bottom lines",respects the principal status of rural collective economic organizations,and adheres to the principle of gradual progress.It puts forward policy suggestions from the aspects of access system,supply and demand,pricing,income distribution and market supervision,and puts forward safeguard measures from the perspectives of property rights,dispute mediation and intermediary.
