Land is the cornerstone of people’s survival,the foundation of the country.With the change of reform and development and the revision of land management law,the urban development policy is tightened,and the use of collective construction land is the trend of the integrated development of rural industries in the future.The promotion of collective business construction into the market can promote the increase of income of rural and collective economic organizations and promote rural revitalization.At present,the national ministries and provincial levels have not issued the specific operation method of rural collective commercial construction land market,market work has not been fully rolled out and implemented.Lu County is a pilot county of national collective commercial construction land market reform.Its exploration,innovation,problems and countermeasures in the pilot process have a reference significance for other regions to carry out market market work,and can also provide a reference for formulating market operation methods.This paper takes Luxian County,Sichuan Province as the research object,on the basis of clear related basic concepts and theory,comb through the consult literature at home and abroad in recent years the land reform and the main point of the collective construction land market,and theory with practice,field investigation and research into Luxian County,through the case analysis、 statistical analysis found that results and problems,And explore the cause of the problem,research on the obstacles factors of rural collective operational construction land entering the market in Luxian County.From 2016 to 2021,a total of 105 cases of 84 hectares were entered into the market,with a total transaction price of RMB316550000 yuan and land value-added income of RMB 35810000 yuan in Luxian County,which greatly revitalized the idle land assets in rural areas,increased the income of the village collective and farmers,and ensured the demand for land.However,there are also many obstacles to rural collective operational construction land entering the market in Luxian County.Firstly,imperfect system is still the biggest obstacle.The implementation opinions on the market entry of the collective commercial construction land at the national level have not been issued,the supporting system is imperfect,and the supervision system is not adapted to the market,all of which restrict the promotion of the market entry.Secondly,the market system is not complete,the trading market is not perfect,farmers’ dominant position in the market is missing,the market allocation of resources is weak;At the same time,rural planning,management level of village cadres and other administrative management ability is insufficient;Government services,old-age security,market services and other supporting services are lagging behind.Additional,income distribution between government,village collective,farmer is unscientific,hinder enter the market directly.It is suggested that the provincial and municipal governments should establish and improve relevant systems in time,introduce the implementation opinions and supporting systems for the market entry,clarify the framework of the primary market system of collective profit-oriented construction land,improve the management and service level,optimize supporting services,strengthen supervision,and promote the healthy and orderly development of the collective construction land market.
