Research On The Cultivation Path Of New Professional Farmers

Farmer is the microcosmic main body of agricultural development in China Whether the comprehensive quality,material and cultural needs of farmers is satisfied plays an important role in accelerating the construction of new countryside and building a well-off society in an all-round way.For a long time,the Central file No.1document has continuously focused on the issue of "agriculture,countryside and farmers" and has proposed to build a new type of professional peasant team with "culture"," technology" and " how to operate" through training many times.Especially the central file No.1(2018)proposed "comprehensive build system of professional farmers,improve the supporting policies system","implementation of the new professional farmers cultivating engineering" to "foster new professional farmers".Therefore,how to accelerate new vocational training to attract more farmers to return to agriculture,is the one of the important "agriculture,countryside and farmers" problems to be solved,this thesis is under the background of this study.This thesis is divided into 7 chapters.Chapter 1 is the Introduction.In which the research background and significance of the new vocational farmer training,domestic and foreign research status,the main content of the research and innovation are summarized.Chapter 2 is the definition of the relevant concepts and the theoretical basis of research.In which the concepts of farmers,traditional farmers and new professional farmers are defined first.Then,the theory of farmers' behavior,the theory of evolutionary game and Incomplete information dynamic game theory are discussed in this thesis.Chapter 3 is means to explain the formation mechanism of the new type of professional farmers.In which the formation mechanism of the new type of professional farmers from the three perspectives of farmers,government,market are explained.Chapter 4 is the game analysis of influencing factors for the training of new vocational farmers.The game analysis based on farmers' perspective shows that all farmers will abandon the traditional agricultural production mode and eventually become new professional farmers,but due to the particularity of farmers,many factors will seriously hinder the conversion speed from traditional farmers to new professional farmers.Game analysis based on government perspective shows that: asymmetric information leads to the lack of farmers' enthusiasm to participate in the training ofnew vocational farmers;the inaccurate positioning of the government and unclear responsibilities hinder the effective generation of new type of professional farmers.Game analysis based on market perspective shows that the imbalance of supply and demand in the new vocational farmer training market has seriously affected the conversion rate of public finance to the new vocational farmer training fund investment and the effectiveness of training.Chapter 5 is the analysis of a successful case study for the generation of new type of professional farmers.In which the successful training of the new type of vocational farmers are detailed analysis in western Henan Province.The results show that the training of the new type of vocational farmers needs the clear division of labor,mutual cooperation and overall promotion by the farmers,the government,market and so on.Chapter 6,In which the cultivation path for the new type of professional farmers are choice.Chapter 7 is the conclusions and policy implications.
