Research On The Formation Mechanism Of The Cost-sharing Of Farmers In Heilongjiang Province

The urbanization of farmers is an effective way to break the dual economic structure of urban and rural areas and release the potential of domestic demand.It is also an inevitable choice to carry out industrialization,new urbanization,drive agricultural modernization and promote the two-way high-quality development of urban and rural areas.It has become an unavoidable problem to realize the citizenization of farmers.In particular,Heilongjiang,as a major agricultural province in China,has in recent years continuously increased its efforts in building urban and rural infrastructure,promoting the coordinated development of large,medium and small cities and towns,and actively promoting the reform of the household registration system,we will substantially relax the conditions for rural residents to settle in cities and move their household registration into cities,implement the urban residence permit system,and promote in an orderly manner the citizenization of the rural migrant population.However,at present,the process of urbanization of farmers in Heilongjiang is still slow.On the surface,it is due to the insufficient carrying capacity of cities and the difficulty of integrating the transferred population.The root cause is also the gap between the level of urban and rural public services,the cost that needs to invest can not get effective share,cost share main body responsibility is divided irrationally.Therefore,the farmer citizenization cost-sharing is not only the system design adjustment,but also the cost-sharing main body benefit balance,is needs to take seriously the difficult question.It is an important challenge for Heilongjiang to make clear the cost in the process of peasant's citizenization,and how to share the cost in the process of peasant's citizenization in a fair and reasonable mechanism,therefore,it is of great significance to explore the cost-sharing and formation mechanism of the citizenization of farmers in Heilongjiang.Based on the background and aim of the study,this paper first analyzes the concept of farmers' citizenization and its cost and cost-sharing mechanism,and the theoretical basis involved in this paper.Then,it mainly analyzes the cost of Heilongjiang Peasant's citizenization,and describes the components of Heilongjiang peasant's citizenization cost and Heilongjiang's citizenization cost from 2013 to 2018,through summing up thecost of Heilongjiang's citizenization,it is concluded that the cost of Heilongjiang's peasants' citizenization is large,which can not be borne by the peasants themselves.Then it analyzes the main body of the cost-sharing of Heilongjiang peasants' citizenization,and then the game of benefit distribution between peasants and local governments,enterprises and local governments,peasants and enterprises,central government and local governments,thus provides the foundation for the Heilongjiang Farmer citizenization cost-sharing formation mechanism construction.Then,the problem of cost-sharing among farmers in Heilongjiang is obtained.Based on the questionnaire of farmers' willingness to become citizens,this paper concludes that the main factors influencing farmers' willingness to become citizens are economic factors through the Logistics model,and on this basis,analyzes the main influencing factors of cost-sharing and the intensity of influence,the cost-sharing paths under different sharing agents are given.In order to promote the effective operation of the cost-sharing mechanism for Heilongjiang's farmers to become citizens,this paper puts forward corresponding policy suggestions,including in particular mobilizing the enthusiasm of the various cost-sharing subjects of farmers to become citizens,to relieve the pressure of citizenization through innovative financing channels,and to establish and improve various protection systems,with the aim of effectively sharing the cost of citizenization,in particular the proportion of responsibilities shared by all participants,finally,the goal of transferring farmers to cities and towns in a reasonable and orderly way and making overall planning between urban and rural areas as a whole is realized.
