With the rapid growth of the national economy after the reform and opening up and the strengthening of poverty alleviation in the poverty-stricken areas,the number of poor people has rapidly declined.However,the continuous expansion of the income gap that accompanies the rapid economic development has caused a series of social problems.The theory of Human Capital seeks the source of poverty from the subject of poverty,and believes that the lack of human capital is the key reason for poverty.According to the theory of human capital,training as one of the most important forms of human capital investment can increase individual labor productivity and employment opportunities,thereby increasing their income levels and alleviating poverty.Based on this,this article takes the training of one of the important components of Human Capital as the core to study the relationship between vocational training and poverty.The main contents are as follows:First,on the basis of previous research,this paper explore the poverty reduction mechanism of vocational training and build a theoretical analysis model.Then we use the data of CFPS and China Statistical Yearbook to describe the current status of vocational training in China and rural poverty in China,and analyzed the composition of the rural poor.Next,in order to study the impact of vocational training on poverty more comprehensively,this paper first examines the impact of vocational training on non-agricultural income from the perspective of income.Based on the CPFS data collected in 2014,this paper used the methods of OLS and PSM to analyze the impact of vocational training and different types of vocational training on labor non-agricultural income.Then,using the CFPS household data collected in 2014,from the perspective of the possibility of vocational training on poverty,Logit model was used to empirically analyze the impact of vocational training on poverty and estimate the probability of vocational training's impact on rural households' poverty.The estimated results show that vocational training has a significant positive impact on non-agricultural income of labor force.Compared with the untrained labor force,the training increased the labor force non-agricultural income by about 29.1%-32.2%.The shorter training time or the more training times,the greater the positive effect on the increase of non-agricultural income,and different types of vocational trainings have significant differences on the non-agricultural income of labor force with different education levels.Vocational training has a significant positive effect on the reduction of family poverty.For every additional unit of family members who have received vocational training,the probability of peasant households falling into poverty is reduced by 18.8%.Finally,based on the above theories and the empirical analysis results of this paper,this paper proposes the following policy recommendations: First,increase professional training,pay attention to the training of technical and skilled personnel;second,understand individual differences,and carry out flexible and diverse types of training;Third,to vigorously develop rural education and improve education and human capital policy recommendations.
